Comp. Plan update Minutes 10/10/89 CARMEL COMPREHENSIVE PLAN UPDATE MINUTES - OCTOBER 10, 1989 1 The Comprehensive Plan Update meeting was brought to order by Jeff Davis, Chairman on October 10, 1989 at 7 :39 P.M. Committee members present were: Will Wright , Lindley Myers, Alan Potasnik , Bob Boone, Jeff Davis, Ila Badger , Sue McMullen , and Jim Dillon . George Sweet, Greg Binder, Bill Merrill and Jon Schmidtke were absent. Staff members present were: Wes Bucher, Rick Brandau, David Cunningham, Terry Jones, and Dorthy Neisler . Ms. Joann Green discussed the scheduling for the months ahead . The next meeting will be scheduled for November 15, 1989. A workshop schedule will be set up for November 13, 1989. Mr. John Myers made a few clarifications regarding the previous meeting . He had a graph showing the forecasting of roads and showed the traffic current growth rate over the next five years . The intent is to create a good solid foundation for the transportation plan . The five years was somewhat misleading . We had shown some examples what could be done, that was an illustrated example not a recommendation . Geometric Standards were discussed . HNTB passed out a sheet showing the Recommended Minimum Geometric Design Standards, Proposed Hamilton County & Existing Carmel/Clay Township and A Proposed Geometric Standards for County Roads. Mr. Myers verbally reviewed the Forecasting Methods & Results. Mr. Myers gave a brief review of the current plans and we have made contact with the City of Indianapolis, Indiana Transportation and the current plan is to widen 116th to four lanes between Gray Road and College. 126th Street will extend to Range Line Road , 96th Street extension between Keystone and I69, US31 now construction is under way to make 6 lanes from I465 to 106th Street , including traffic signal at 103rd Street and will all have double left turns . Showed a display of construction on US 31 building two new loop ramps. Mr. Potasnik stated that the 116th Street widening to four lanes between Gray Road and College is still under question . They looked at alternatives and identified . Mr. Myers did a brief review of the approved developments. Mr. Myers and Mr. Brad Yarger presented the Alternative Transportation system concepts and they were discussed . There were 4 alternative plans displayed and discussed . Mr. Davis stated that he would like to have the questioned answered at the next meeting , what will the impact of a bridge over White River on 96th Street have on 116th Street? Mr . Will Wright asked if it was possible to get some aerial photographs of the area that has been discussed regarding the alternative plans. Ms. Joann Greene suggested that before the hands on work session , the committee should review the survey questionnaire and discuss the land use. The meeting was closed at 9:30 P.M.
