ATTENTION ! ! ! long awaited PUBLIC HEARING concerning UPDATE OF THE COMPREHENSIVE PLAN TUESDAY , JANUARY 15 , 1991 CARMEL CITY HALL 7 : 30 P . M . WHAT ARE THE CONCERNS? The proposed density is 1 . 5 units per gross acre in the S-1 Residential/Large Lot Zone and 1 .8 units per gross acre in the S-2 Residential/Large Lot Zone . So far , nothing in Clay West has been milt to a density of 1 .5 in the S-1 Zone . We feel that the proposed guide ] ine will double the density currently allowed. Developers have repeatedly saia that no one actually develops to the minimum but with this new guideline it becomes quite possible to do exactly that ! Remember that with sanitary sewer and community water the minimum lot size in S-1 Residential/Large Lot becomes 15,000 sq . ft . instead of 1 acre . Examples of some existing densities in S-1 in Clay West : Crooked Stick Estates = . 558 units per acre Winterwood = .479 units per acre Spring Mill Streams = .381 units per acre (some lots have sewer ) WHY DOES THIS AFFECT YOU? Adoption of a Comprehensive Plan is the first step in revising the zoning ordinances. It sets the guidelines. In fact , the Carmel Board of Public Works has contracted with the law firm of Campbell , Kyle , Proffitt to revise the zoning ordinances upon adoption of this Update . WHERE DO YOU FIT INTO THE PICTURE ? A public hearing is mandated by law to allow the public to voice their opinion . If you are concerned about tnis increased density and how it will affect traffic , preservation or open space and the general quality of life in Clay West , come to the meeting to ask questions, look over the new maps and express your concerns. Now is the time to be heard! NEW ISSUES COMPREHENSIVE PLAN UPDATE The Plan Commission will hold a Public Hearing January lb on the recently completed Update of the Comprehensive Plan. WEST_ 116TH STREET AT SHELBORNE The Board of Zoning Appeals will hold a Public Hearing January 28th on two Developmental Standards Variances requested for a half acre located on the north side of 116th Street 140 feet east of Shelborne Road. The request is to reduce the minimum lot width from 120 feet to 119 feet and reduce the minimum lot size from 1 acre without sanitary sewer to .49 acres. Property is zoned S-1 Residential/Large Lot. Tne dimensions of the property are 119 ft. x 139 ft . x 119 ft. x 180 ft. Petitioners are Keith and Lauri Koontz. CURRENT ISSUES Dentlev Oak Subdivision - Regan Property 136th Street The Board of Zoning Appeals approved variances for a subdivision of 51 single family homes on 17.67 acres on 136th Street between Spring Mill Road and U.S. 31 . The site is zoned S-2 Residential, Large Lot. Variances were approved to reduce the front yards from 35 ft . to 30 ft . ; reduce minimum side yards from 10 ft . to 0 ft. ; reduce the minimum aggregate sloe yara from 25 ft . to 10 ft. ; reduce the minimum lot width from 100 ft . to 75 ft. ; and reauce the minimum lot size from 12,000 sq. ft. to 9,375 sq. ft. Gross density is 2.9 dwellings per acre. Petitioners are the Regan/Weiper/Copenhaver Partnership. 575 West 131st Street - Lot 57. Spring Mill Streams Sec. 4 The Board of Zoning Appeals approved construction of a retention pond. The petitioners are Timothy Feeney and Karen Bohn. .L 50 West 131st Street The Board of Zoning Appeals approved a request to reduce the minimum lot width from 120 ft . to 115 ft . on an 8.45 acre parcel .
