Exhibit A City of Carmel Program Management Scope Items Roundabout Design Services A. Professional shall review available traffic data from previous studies performed for the City of Carmel. B. Professional shall prepare contract plans, special provisions for the specifications, and opinions of probable cost for the construction of the streets. The plans will be in accordance with the accepted standards for such work and in accordance with the following documents in effect at the time the plans or reports are submitted, except as modified by supplemental specifications and special provisions,ifany:the City of Cannel Standard Drawings;the American Association of State Highway and Transportation Officials"A Policy on Geometric Design of Highways and Streets, Part V"; and the Indiana Department of Transportation's Standard Specifications. The opinions of probable cost for construction will be prepared according to the current practices of the City, and will include all types of work required for the complete construction of the work, including all temporary work necessary in connection therewith, but will not include the cost of such items of work for which the City, through its own forces or through other party or parties, will perform the actual construction or engineering.The unit prices to be used will be in accordance with the methods used by the City. C. The contract plans will include a Title Sheet,an index Sheet,Plat No. 1 Sheet.Typical Section Sheets, Plan and Profile Sheets, Roundabout Detail Sheets (if applicable). Miscellaneous i)etails Sheets. Pavement Marking and Sign Plans, Maintenance-of-Traffic Detour Plans, Erosion Control Plans. Structure Data Table,an Underdrain Table,an Approach Table,a Summary of Quantities Table, and any necessary cross-sections. D. The contract documents will contain sufficient information to enable the contractor to perform the required work. E. The Professional shall identify and notify all affected utilities and coordinate plans for utility relocation.The Professional shall assist the City with the preparation of all required utility relocation agreements. The Professional shall maintain a record of all utility contracts to be submitted to the City. F. The Professional shall design storm sewers to collect and convey stormwater to suitable outfall locations. The Professional will investigate suitable outfall locations within 500 feet of the project limits. G. Upon completion and final approval of the deliverables by the City, the Professional shall deliver to the City the following submittals/deliverables required for the design activities (all plans black and white unless otherwise noted). 1. Preliminary Plans: Two(2)full-size(24"x36")plan sets,two(2)half-size(1 1"x l T')plan sets. and one(1)preliminary opinion of probable construction cost provided to the City 2. Five(5) full-size(24"x36")plan sets or digital plans provided to utility companies 3. Professional shall assist City in advertising for and obtaining bids or proposals for the Work and. where applicable, maintain a record of prospective bidders to whom Bidding Documents have been issued, attend pre-Bid conferences, if any, and receive and process contractor deposits or charges for the Bidding Documents. 2. Professional shall issue addenda as appropriate to clarify, correct, or change the Bidding Documents. 3. Professional shall provide information or assistance needed by City in the course of any negotiations with prospective contractors. 4. Professional shall consult with City as to the acceptability of subcontractors,suppliers,and other individuals and entities proposed by prospective contractors for those portions of the Work as to which such acceptability is required by the Bidding Documents. 5. Professional shall attend the Bid opening, prepare Bid tabulation sheets, and assist City in evaluating Bids or proposals and in assembling and awarding contracts for the Work. I. Lighting design will be developed for the required intersections. J. Right-of-way engineering for the affected parcels as shown in Exhibit B. K. Wetland delineation • YCVi/� C�1�7 2&r‘ June 30,2017 201502101 Rangeline Road Streetscape and Roundabout Design 1) STREETSCAPE DESIGN AND DOCUMENTATION a) Conceptual Design Using the current engineering drawings,the landscape architect will work with City representatives and the project team to develop a series of conceptual streetscape design recommendations.The concepts will include a variety of materials(hardscape and landscape) and application styles to achieve a consistent end results along the length of the project.The conceptual design task will focus on decorative crosswalks,sidewalk and shared use path materials,streetscape and median landscaping, planter boxes and any necessary pedestrian amenities. The conceptual design task will include the following deliverables: • Typical cross sections and plan view drawings illustrating materials and areas of application. • Pattern book of proposed materials depicting product and supplier information,and traditional construction methods. • High level cost opinion for each conceptual streetscape design. b) Design Review Meeting The landscape architect will attend and facilitate (1)design review meeting with the City, and any additional parties to present and discuss the conceptual streetscape design recommendations. The conceptual design task will include the following deliverables: • Meeting agenda and summary c) Design Development (50%plan set) Using the feedback from the Task 2. Design Review Meeting the landscape architect will further develop the streetscape cross section and materials package to meet the needs and budget of the project.The design development information will be presented in a series of plan sheets that match the scale and limits of the engineering documents, Coordination with the project engineer and client will take place during the development of the plan set. The design development task will include the following deliverables: • 50%complete plan sheets identifying desired materials and methods of application/ construction, location of street trees and/or plantings and general placement of pedestrian amenities. • Preliminary details depicting method of construction. • Draft special provisions as necessary. • Opinion of probably cost. d) Final Design (100%plan set) Following approval of the 50%plan set and notification from the Owner, the Landscape Architect shall prepare final plans that will be incorporated into the streetscape project.The _XHMIT final plans will be presented in a series of plan sheets that match the scale and limits of the engineering documents. Coordination with the project engineer and client will take place during the development of the plan set. The final design task will include the following deliverables: • 100%complete plan sheets identifying desired materials and methods of application/ construction,general placement of pedestrian amenities, location of street trees and/or plantings and irrigation design for the corridor. • Final details depicting method of construction. • Final special provisions as necessary. • Opinion of probably cost.The opinion of probable cost for construction shall be prepared according to the current practices of INDOT and shall include all items of work required for the complete construction of the work, including all temporary work necessary in connection therewith. The unit prices to be used shall be in accordance with those used by INDOT. e) Construction Administration The landscape architect will be available to answer questions and review submittals and/or shop drawings during the duration of the construction period. 2) ROUNDABOUT PLANTING DESIGN a) Conceptual Design Using the current engineering drawings,the landscape architect will work with City representatives, local artists and the project team to develop a series of conceptual planting plans for the proposed roundabouts at the intersection of Rangeline Road and 116th Street, Medical Drive,Carmel Drive, Executive Drive,City Center Drive and 4'Street. The conceptual design process will include(1) project kick off meeting with City and design representatives to discuss the design intent of each roundabout center island.The landscape architect will prepare up to two conceptual planting plans for each center island. Conceptual planting plans will be presented in a fully rendered,two-dimensional format and will illustrate design intent, color palettes, plant type and quantities and the location of any ornamental structure. As necessary during the conceptual design phase,the landscape architect will be available to discuss and coordinate public art opportunities, locations and installation requirements with the City and selected local artists. The conceptual design task will include the following deliverables: • Up to(2)conceptual planting plans for each center island. Plans will be full rendered and will include planting palettes (color and type). • High level cost opinion for each conceptual roundabout planting concept, b) Design Review Meeting The landscape architect will attend and facilitate (1) design review meeting with the City, and 'EXHIBIT A any additional parties to present and discuss the conceptual roundabout design recommendations. The conceptual design task will include the following deliverables: • Meeting agenda and summary c) Final Design Following the approval of a conceptual planting plan for each roundabout center island, the landscape architect will coordinate with both the City and the project engineer to finalize design and installation requirements.The final plans will be presented in a series of plan sheets that match the scale and limits of the engineering documents. Plans will be broken out as necessary to meet the bidding requirements of each individual project. Coordination with the project engineer and client will take place during the development of the plan set. The final design task will include the following deliverables: • 100%complete plan sheets identifying placement of trees and/or plantings, ornamental structures and irrigation design for the proposed roundabouts at the intersection of Rangeline Road and 116th Street, Medical Drive, Carmel Drive, Executive Drive, City Center Drive and 4th Street. • Final details depicting method of construction. • Final special provisions as necessary. • Opinion of probably cost.
