The professional services will include survey, streetscape design, roadway design, and bidding services for the planned improvements between Carmel Drive and Executive Drive along the west side of Rangeline Road on the Proscenium Site as well as the raised crosswalks on Carmel Drive/Rangeline Road. Upon receiving notice to proceed from the City of Carmel, American Structurepoint will commence with the survey, streetscape design and roadway design, and bidding services for a total lump-sum fee of$72,839. Invoices will be forwarded to the City of Carmel on a monthly basis in accordance with our contract. We look forward to working with the City of Carmel on this project. Survey limits as identified on Attachment A B. Survey crews shall have unrestricted access to project limits C. Establish horizontal and vertical control 1. Set temporary benchmarks on-site for use during construction. D. Select topographic survey with 50-foot grid 1. Show spot elevations to the nearest 0.01 foot. 2. Provide the location,size,and elevation of all improvements within the survey limits. 3. Plot the location of storm drainage structures,sanitary structures,roads,driveways,edges of curbs,parking areas,walks,edge of water,drainage ways, fencing,etc. 4. Provide the location and size of individual trees outside of wooded areas larger than 3" DBH within the survey limits. 5. Plot the location of the drip line of all groups of trees and vegetation where locating individual trees is not feasible. 6. Measure finish floor elevation at each entrance and exit of existing building(s)within the survey limits. E. Provide location,size,depth,material,and direction of flow for sanitary and storm sewers serving or on the site F. Locate aboveground evidence of utilities on-site,plus marks made on the ground by local utility companies(One Call).One Call will only locate utilities within the public right-of-way or within recorded easements G. CAD Drafting and creation of a TIN and contours(1-foot contour interval) H. Land Surveyor review and deed/parcel plot based on limited research obtained from Hamilton County Recorders 1. Property lines of adjoining parcels and right-of-way lines adjoining roads will be plotted on the Survey. 2. This Survey Scope does not include the preparation of a Boundary Survey and/or Boundary Survey Plat. I. Land Surveyors review II. Streetscape Design A. LANDSCAPE PLAN: 1. Provide landscape design for all landscape beds along the west portion of Rangeline Road between West Cannel Drive and Executive Drive. 2. LANDSCAPE DETAILS: 1. Details will be provided for all planting applications including all trees, shrubs, and perennial plantings. 2. Drawings will indicate plant spacing requirements including plantings within parking lot islands and around all perimeter landscape beds. C. SPECIFICATIONS 1. Technical Specifications (or Special Provisions) will be provided for all pertinent elements to be included with the designed landscape. D. CONSTRUCTION ADMINISTRATION(LANDSCAPE): 1. All shop drawings and product submittals are to be reviewed by the landscape architect. 2. Any requests for additional information will be provided by the landscape architect and coordinated with design team members. E. HARDSCAPE PLAN 1. Provide all hardscape drawings along the west side of Rangeline Road between West Carmel Drive and Executive Drive. 2. Create initial drawings showing all materials selection and general layout notes. 3. Identify appropriate site treatments such as decorative pavement, retaining walls, decorative planters,bollard types,and locations for all(including alternate options). 4. Coordinate design with the client and provide one(1)in-person meeting to discuss project including materials selection and site requirements based on previous projects. 5. Perform a site visit to identify potential conflicts and design concerns. 6. Finalize drawings showing all materials, colors, and finishes, for final design for new development along the west side of Rangeline Road between West Carmel Drive and Executive Drive. 7. Coordinate with others to identify and label wall heights and materials, hardscape conditions and installation methods,and note landscaping requirements. 8. Coordinate with design team to ensure proper location and treatment of site elements. 9. Provide pertinent enlargements and dimensioning plans,as required. 10. Present/Coordinate all final drawings with the client. F. HARDSCAPE DETAILS 1. Provide all necessary details for proper construction of all hardscape elements showing materials call-outs and installation requirements for typical pedestrian systems. 2. Details will include elements for Hardscape Design and Retaining wall detailing and vehicular barrier solutions to the south corner of the site. Exhibit 11/26/2019 _ 2015.02101 G. SPECIFICATIONS 1. Initial and Final Technical Specifications(or Special Provisions)will be provided for all pertinent elements necessary to complete the hardscape design and layout. H. CONSTRUCTION ADMINISTRATION(HARDSCAPE): 1. All shop drawings and product submittals are to be reviewed by the landscape architect. 2. Any requests for additional information will be provided by the landscape architect and coordinated with design team members. 3. A final site walkthrough may be provided to identify that all elements have been installed correctly. A final site report will be provided to document any findings and requirements for substantial completion. 4. Pre-bid meetings and construction meetings will be attended by Landscape Architect. III. Roadway Design and Coordination A. Professional shall provide roadway design services for the following location: 1. From Carmel Drive to Executive Drive on the west side of Rangeline Road. From the first drive into the Proscenium Site on Cannel Drive west of Rangeline Road to the crosswalk on the west leg of Executive Drive. 2. Raised Crosswalks on Cannel Drive and Rangeline Road B. Professional shall coordinate with the Lauth/City of Cannel on design layout.Coordination shall include up to two(2)design meetings. C. Professional shall prepare preliminary and final plans, special provisions for the specifications, and opinions of probable cost for the construction of the streetscape elements and raised crosswalks on Cannel Drive/Rangeline Road.The plans shall be in accordance with the accepted standards for such work and in accordance with the following documents in effect at the time the plans or reports are submitted except as modified by supplemental specifications and special provisions, if any: the City of Carmel Standard Drawings; the American Association of State Highway and Transportation Officials"A Policy on Geometric Design of Highways and Streets, Part V"; and the Indiana Department of Transportation's Standard Specifications. The opinions of probable cost for construction shall be prepared according to the current practices of the City, and shall include all types of work required for the complete construction of the work, including all temporary work necessary in connection therewith,but shall not include the cost of such items of work for which the City,through its own forces or through other party or parties,will perform the actual construction or engineering.The unit prices to be used shall be in accordance with the methods used by the City. D. The Professional shall design drainage structures and details for the landscaping areas. E. Professional will be available during construction to review and reply to RFI's, and/or product submittals. F. Professional will investigate crashworthy barriers at the northwest corner of Cannel Drive and Rangeline Road and coordinate with the City of Cannel on desired option. G. Professional will investigate the need for a 1'-3' tall retaining wall in front of the building on the northwest corner of Rangeline Road and Cannel Drive and design if necessary. The contract plans shall include a Title Sheet, an Index Sheet, Plat No. 1 Sheet, Miscellaneous Details Sheets,Maintenance-of-Traffic Detour Plans for Vehicular and Pedestrian Traffic,Raised Crosswalk Detail Sheets,Retaining Wall Detail Sheet,Spot Elevation Detail Sheets for hardscape areas including four (4) Curb Ramps, Erosion Control Plans, Structure Data Table, and a Summary of Quantities Table. I. The contract documents shall contain sufficient information to enable the contractor to perform the required work. J. Upon completion and final approval of the deliverables by the City,the Professional shall deliver to the City the following submittals/deliverables required for the design activities(all plans black and white unless otherwise noted). 1. Preliminary Plans:Two(2)full-size(22"x34")plan sets,two(2)half-size(11"x17")plan sets, and one (1) preliminary opinion of probable construction cost provided to the Owner. 2. Final Plans—four(4)full-size(22"x34")plan sets,one(1)quantity and design calculation binder, one (1) specifications document, and one (1) final opinion of probable construction cost K. Bidding Services 1. Professional shall assist the Owner in advertising for and obtaining bids or proposals for the Work and, where applicable, maintain a record of prospective bidders to whom Bidding Documents have been issued,attend pre-Bid conferences,if any,and receive and process contractor deposits or charges for the Bidding Documents. 2. Professional shall issue Addenda as appropriate to clarify,correct,or change the Bidding Documents. 3. Professional shall provide information or assistance needed by City in the course of any negotiations with prospective contractors. 4. Professional shall consult with City as to the acceptability of subcontractors, suppliers, and other individuals and entities proposed by prospective contractors for those portions of the Work as to which such acceptability is required by the Bidding Documents. 5. Professional shall attend the Bid opening, prepare Bid tabulation sheets, and assist City in evaluating Bids or proposals and in assembling and awarding contracts for the Work. IV. Utility Coordination A. The Engineer shall provide coordination necessary to prepare application documents and process utility relocation coordination to secure appropriate certifications and approvals necessary for construction of this project, including coordinating with utilities and supplying necessary plans and design information for coordination of utility relocations in accordance with 105 IAC 13.
