The regular meeting of the Tovrn Beard of Carmel was called to order at
7:I5 P.M. With all members present. Messrs.Arthur Plantz and John Gordo~
of Clyde Williams and Associates were present and recommended that a
survey be made of the Town Water situation. A preliminary survey to
include entire cost of a water treatment plant with master plan of
operations and costs also forecast cf what t0 expect from future
operations.
They would submit a written proposal for $750.00 covering the cost of
a water treatment plan on a gallon basis, expansion-and~a pilot test in
one month or six. weeks. They would make a complete survey before rec-
ommending anything. The total coat to be the amount of the bond issue
and could include payment of present outstanding bonds. Their charge ~
would be 6% for the design and general supervision of the installation.
They also recommended that the Town Board send a letter, with return
card ballot to all eonsumers.
The President read a petition from seven citizens regarding water
conditions and ordered same placed on file.
The Clerk reported that two auditors from the State Board of Accounts
are working in this vicinity and will audit the Carmel books up to
November Ist, in about two weeks. This audit was requested owing'to the
change in the office of Clerk-k'reasurer.

The President instructed the Street Supt. to see to a warning sign
in front of John Beals' house, that is turned around.
Street conditions were discussed including the time spent by the
Street Commissioner on Water business.
It was moved by Zinsmeister and seconded by Bucles that Max Casler be
directed to spend most of his time on street affairs,with no time being
spent on routine water business such as reading meters,etc.,except in
cases of emergency. All ayes, no noes.
The Clerk was instructed to write the Indpls. Newspapers and protest th
littler caused by newsboys at spots of bulk delivery of newspapers.
It was moved by ~hornberry, seconded by ~ucles,and carried unanimously ~
that the Town ~ttorney be instructed to draw up and ordinance which will
enable the Town to enforce observation of stop signs on the Town
streets. -
It was agreed that a special meeting be called at 7:OOP.M. Nov./~
to interview representatives of another engineering firm in regard to
quotations on water ~:reatment ,installations,etc.,I

A special meeting of the Town Board was called to order at 7:00 P.M.
with all members present.
Mr. Zinsmeister introduced Mr.J.B.Wilson of the J.B.Wilson Co. and
explained to him our water problems. Mt.Wilson then explained how he
proceeded with such a problem. He quoted the town of Odin as a
comparable Job. He explained seventeen (I7~ steps in approaching such
a Job and left copies of such schedule with us. He showed plans and
specifications of the Odin Job and said that Odin raieed their water
rates from ~I.25 to ~I.65.
He can furnish a plant with or without the softening process. The
softening process being more expensive to operate but not much more
to install.
He quoted a fee of $700.00 and later to contract on a fee basis of
seven (7) %. For this he would pass on all estimates, check all
equipment and take general charge of the Job. If they were required to
replace the streets, such would be figured in the general plan. He ~
thinks the Town can replace own streets cheaper. His preliminary fee is
not contingent on the entire Job. 0ne-half of this fee would apply
on the main charge if the job is let to him.
He explained that it would take a full year to get results. He will
send a copy of the form of contract and confirm prices, etc. as
cuoted at this meeting. ~
