The regular meeting of the Town Board of Carmel was called to ord~Z
at 7:I5 P.M. with K.Hinshaw absent, all others present.
Engineers, Henry B.Stager and Mr. Arganien were present and
explained their procedure on a preliminary survey for a new water
plant, as follows in order as related.
They would bring our maps up to date to locate galvanized pipe
to be replaced and study the quality of the water in order to
recommend a proper plant, furnish diagrams,estimate of costs, me~o~
of financing from our books, They would carry the Job through,~
supervise construction work with our attorney on legal matters,
arrange bond issue and details until bonds were sold and supervise
plant operation after completion and cure any troubles which
might develop. ~ 6% for
Their charge for a preliminary survey would be 37500.00 and
supervision.
Their survey will show: What we need - what it will cost and how
we can pay it. Present bond rates would probably be aroun~ 4%.
It would require probably 60 days for a preliminary report, 30
days for citizen approval, three months to prepare plan~ and three
weeks to advertise bids. In all six or seven months and probably
to Sept. Ist, I954.
They suggest our attorney prepare all necessary papers for
presentation - they will assist.
They say the Public Service Commission is not sympathetic to
softening installations unless there is a strong demand from
the co~nunity.
A new plant for iron removal could be housed in a building
about I5)[30 or RO0 sq. ft. In iron removal filter, sludge
can be emptied into a sewer.
Mr.Ross Hunt presented a letter from the Library Bommd requesting
the appointment of John Klingensmith to the Library Board to
replace Jason Newlin resigned. This was approved by motion by
Thornberry, seconded by Buckles and carried unanimously. The
Library Board has been duly notified.

The Presiden~ explained that a Mr.Weisenberger would buy a lot Just of
the Town limits north East, if he could get water. It was agreed that
if the residents in that section would petition for incorporation, it
could be done.
The President also explained that there are several dead tTee~some
on city property, that should be taken out. It was moved by
Zinsmeister, seconded by Buckles and carried that such trees be remov~
at the cost of ~I25.00 to ~I40.00.
.A.n~_Ordi.nance. for To~.m Stop signs was discussed. Attorne ned
z. nat a pzan should be made showing definite "through streets" and put
Stop signs on all intersecting streets. It was decided to study the
situation further before taking any action.
The ~resident posed the question should the Board proceed with the
wate~ survey. Mr Zinsmeister suggested that the Board members v{sit
some other plants before deciding. It was agreed that such a trip
would be made within a month.

A street light on the alley corners, near the water tank, was discussed
and it was decided to get a petition from the several merchants
benefitted. ~
The street program was discussed and Mr.Hinshaw explained what repairs are
needed, and that there are possibilities that the State may repave Main
Street, at which time the Town could have other work done much cheaper
with some of the same equipment.
The President explained that the Mehtodist Church Board wants the
property, whe~the new Church will be built, to be brought into the
