It was decided that other people and businesses near there,not in the Corporation, should be interviewed, and then proceed with petitions to bring in the un-incorpor- ated parcels and extend the corporation limits. The same to apply to a section in~ the NQrth East of tow~ .in the vicinity of 2nd Ave.East and Smoky Road. Accu~te descriptions oi all property lines to be obtained. The President explained that he had talked with State Highway peopl~ in regard to straightening out the Parking signs on state controlled streets. They promised to correct this condition. He also stated that he and Mr.Zinsmeister had insp~cte~ four water plants, two of which were re~ent installations. Mr. Zinsmeister related the experioences of these towns, some of which were not as well prepared financially as Carmel, and that one town raised its water rates from 50¢ to $2.75 per month, which wa~ approved by 89% vote. Some of these towns employed the Engineers interviewed by this Beard and all were reported satisfactory. The Carmel Water survey was discussed and it was decided to select an engineer at a special meeting in the near future. A motion by Hinshaw to have Clyde E.Williams come here for another discussion was seconded by Buckles, and carried, all "ayes" except Zinsmeister who abstained from voting. It was agreed to call a special meeting for Monday ,January Igth at ? P.M. to interview Mr.Williams,whom the Clerk was instructed to write requesting his attendance in person. There being no further business the meeting a~JouF~d. ~anuary, 25, 195~. A special meeting of the Town Board was called to order at 7 P~4~ith all members present. Mr Williams of Clyde Williams and Associates was also present. Attorne~ Stewart explained and reviewed a contract which had been submite~ by Mr.Williams' firm. Mr. Williams then took up the contract in detail. He stated that his preliminary charge is a fixed figure, not to apply on the contract as a ~- whole,but preliminary fee includes the cost of a Pil~Plant-test/.His services provide complete inspection of building forms, steel, etc.,before concrete is poured and inspection of all Joints before covered up. Staking ou~ plant or lay-out will be made for the contractor. He will furnish all plans necessary and a complete set of p~ans on completion of the Job. As to probable expense of a bond-issue,Williams said some local attorney usually ~_~the preliminaries, and then have Ross McCord ,Ice and Miller handles approve the final form. Legal expense varies, it might be 2 or 3 % of the total bond-issue. Mt.Williams confers with attorneys to arrive at the costs which are put in the contract. He also provides engineers' reports with preliminary study for review and action - then they go ahead with p~ns to submit to the CommisSion. They take bids on bonds first, subject to approval ~ the Pub.Serv. Comm. and sale of bonds. IRO days is plenty of time to get hearing and sell bonds. The Pres. inquired if cost of the survey was included, how much would the charge be for the preliminary work. Mr.Williams said about I%. The total to be about 7%. After the report i~ made it belongs to the 2own ,and could be used for some other contractor. If blue-prints are made ,the Town gets copie~. The Pres. explained that this well is p,nnping sand, and may have to be ~% given up.Mt.Williams said two pumps could be used sloss together - alternating, the other to be used as a stand-by. He thinks the other ~south) location would ~e better. The State Board of Health is only nterested in"polution . They like to have 200 feet between any well and any source of polution such as septic tanks,etc. The study of wells would be part of their preliminary survey. If another well is reouired, a test-well should be drilled first. A teat well might cost 4 or$~ per foot. Er.Williams said most of their Jobs include soften~Ag as well as iron removal, and that cost of either or both would be quoted. Very little extra time is required to operate softening together with iron-removal as the process is automa$ic. It is p~ssible to install wi.~n-removal with softening arranged later. Engineers say that if tening c~stsI/3 more, the people will accept it. Combined treatment ld probaoly require a building 24X3~'. The Plant to occupy 2OX24. Any salt-pit should be outside the building above water line. Reviewing what has to be done - if start immediately,~30 days to prepare preliminary report,- 30 days for detail plans, and specs.,ordinances and 30 days to petition P.S.C. (Three months up to he~ring),I0 days after to get approval, I5 days to advertise bonds. A total of abou~ four months. The preliminary report will give us information for a, letter to the public, which should cover costs of ~oftening and/or Iron removal. A pilot-plant should check both wells. Discharge of wells should be above ground. A preliminary report will show two phases - Financial and Engineering. The financial report to cover a study of consumers ledger for three years to determine revenue after installation. New rates are based on consumption and last three years operating expense. They give a forecast of eonsumption, revenue and costs and should have a cushion or coverage of 30%. Mr.Williams stated that a semi-automatic plant might be m~re ~esirable ~ here, the cost probably I5 or 20% higher. A softening unit of ~20,OOOe00 cos~ could be automatic for 15% additional cost. ' The engineers report will consist of study of Distribution System - size of mains - hydrants values, etc~a plot-plan. Analyze water both wells - recommend location for treatment pla~l - additi~nal wells - capacity - ~ location of plant - picture lay-out, estimate cost of improvements - how much rate increase to tell people - prepare letter or circular %~ %~% f~ customers, showing improvements - cost - operation, etc. If we decide to go ahead, will send in a field party to locate side-walks trees,hydrants, etc.,in order to tell contractor how and where to connect new mains. Preliminary expense can be put in bond-issue. Er.Williams then retired ~ to give the Board a chance to talk over his proposition. A motion~ was made by Thornberry, seconded by Buckles to have Clyde Williams and Associates Engineers proceed with the preliminary survey fo~ a water treatment plant and supply system.
