A special meeting was called to order at 7 P.M.,with all members present. Mt. Clyde Williams and Mr.Plautz, en~ineers who have made a survey of the Carmel Water system, were present, and emplained their report, a copy of which is in the Town files;together with a new map or plan of their recommendations. Mr.Plautz explained that the eight inch mains shown as extendiAg south on the new map, would be necessary to provide for any possible new additions in that direction. Their recommendations show a ~5% increase in the minimum water rat~ The Board members agreed that this should be raised to 50%. The engineers and the Board members agreed on a form letter to be sent to the water consumers. This letter to be prepared by the engineers ,together with a r~turn card for voting on the new water proposition. The prices ouoted include the replacement of streets, andwhere mains are change~ from front ~o rear, or visa versa, the water service would be taken to the peoples' houses. It was also explained that part of the contingent fund, as shov~ in the proposed costs, could be used for new water meters and parts. It wa~ pointed out that meter deposits and tap fees could be raised by ordinance;also any other rule, such as one meter per residence or apartment. In reply to suggested use of local drilling and building contractors, it was pointed out that due to their location, their bids should be more favorable. The job will require three contractors, i.e. one each for the well, the treatment plant and the Mains. The buildings can be of brick or concrete blocks. Mr.Plautz reported that the State Board of Health would require the removal of any privy or sewers within I50 feet of the well site. It was explained that a well house could be eliminated if desired, by putting"all weather'" heads on the pumps. It was agreed that the people should be told that it is imperative that a great deal of work must be done to put the present plant in good condition, and that the water rates must be raised. In addition to this necessary expenditure, I~on Removal could be installed for a given sum;also that water softening in addition ,for a further sum. The required ordinances will be drawn up by the engineers. It was agreed that the engineers' report was very good and covered the local conditions thoroughly. Mr. Zinsmeister explained that the Auman addition on the South East, will install a water s~stem - mains and meters - and turn it over to the Town, if water can be furnished there. It was decided to call a special meeting for March 3Oth, I954, to take up the Auman Addition further with Mr.Walter. A resolution was proposed by Mr.Thornberry, secended by Mr.~uckles, to address a letter to the Sheriff of H~nilton County informing him that if it is his desire to make a change in Deputy Sheriff for the Carmel district, th~ Board would offer no objection. Mr. Lancaster was present with a water ce~ection problem. In regard to supplying water to the Auman addition;Mt.Walter e~olained that he would install all mains, fire-plugs meters, and all that was required of easments, etc.;then turn all over to the Town assuming entire expense and bring his mains to connect with the Town at the Corporation Limit - or further to th~of the six inch Main on Road #43I. Mr.Walter thinks there will be eighty-nine(89) consumers in the new addition within this year. In reply t~ a~reeing to come into the corporation, Mt.Walter stated he would have to ha~e~al advice. Also, that he could wait until April IOth, for a definite anwwer. By then the votes on the new water extensior~ould be tallied. Hooking onto our present lines was discussed. Mr.Walter said he would submit his plan and agreement for further study. Sewage disposal was discussed.
