BOT 1954 (04-15)Bids submitted by F.S.Grady & Sons ,Roadways, Inc., The Highway Co. for road work were opened and read;a representation from each Co. was present. Mr. Zinsmeister moved to take the bids under advisement for further study, sedonded by Mr. Thornberry, and carried. Fabrication of meter pit tiles bN the Town was discussed. Mt.Buckles moved seconded by M~.Thornberry that five (5) concrete tiles b~ made by the To~n for trial as to cost and utility as compared with tiles purchased singl~ elsewhere. Motion carried;all ayes. The Clerk was instructed to arrange Purchase Order or requisition blanks to be used for Town purchases and approved by the Clerk. Mr.Hert of the State Board of Health was present and explained requirements in regard to sewers and storm sewers. He explained that from five (5) to eight (8) acres would be required for disposal. The tanks would occupy probably 60 X IO0 feet. He recommen~d~ that the Town consult several engineers and decide on one to make a sanitary survey. The cost of survey would probably be $500.00 to ~IOOO.O0. Survey cost to be inelude~in the total Job. All pland and preliminary survey should be submitted to the Pollution Control Board. His Board would like a confirmation of the fac~ that an engineer has been e~gaged to start a preliminary survey and keep the Board posted on how it was coming along. Mt.Heft said that he would tak~ back word that proceedings are under way. The Pres. explained that some people along the stream are also polluting ~ the stre~m. He explained that any stream would naturally take care of 50 or 60 people. Some cases can be handled through County Health Officers. Mr. Zinsmeister asked about ~own's first plant on a charge of about ~3.50 per mo.,(or double the water bill) Of t~enty plants constructed, average charge is $I.65 to i~2.OO per mo. for sewage. Mr.Hinshaw asked whether we would have to run a new master ditch? Com~ination sewer and storm sewer are used sometimes. The County Bitch ~ould be used ~/%%~ on agreement with the County. If a survey is made which proves to be too high, the Pollution Board could order it obeyed;if not, a fine could be set against the Town Board, a ~ fine of ~5.00 to ~IO0.OO,or Jail 30 days. If the cost was out of proportion the Court ~ould decide it was out of the questioh. If we issue revenu~ bon~s for treatment, it might be necessary to have the Barrett Law bonds,and/o~ general tax bonds in addition. He suggested that the proposition ~se put to a vote of the people. Questioned, would they give us some time if we promise to have asurvey made; he stated that he will report that we are starting and check with us later He said money could be borrowed from a State Revolving fund without interest. He recommended a survey immediately;then the Town would be in shape to tell the people exactly how much i~ would cost. Another qmestion:If we go ahead and only get 80% of the homes tied in, coul~ we borrow enough money to pay off bonds. Mr.Hert thought it very possible to get 90% of the people in i~mediately. A connection charge woul~ be made for each connection. Bonds would probably be 4% for 35 years. By ordinance everyone would be brought in. It would be necessary to have what is kno~ as "complete~ treatment" here. It was agreed that the B~ard invite two or th~me~ engineers to meet with us to talk over a survey~for sewage. It was decided to call a special meeting for Thursday April I5th~? P.M. ~The Pros.reported that Mt.Waiter's attorney could not draw up a contract~ for about two weeks. The Clerk was instructed to certify to the County Auditor that Ha~rie Watso~ et al. in the N.E.section of To~ have been taken into the Corporation. It was moved by Mr.Thornbe~ry, seconded by Mr.Buckles and carried - to clean up the Tank lot,move the fire plug - pull the hedge and widen the road. ~Mr. Zinsmeister moved to send Mr.Walter a letter stating that it is the intention of the ~ Town to enter into a contract with him to furnish water to the Auman Addition. The letter of intent will not be bindl~ on either partytuntil the contract has been approved by the Tovm Attorney and the Totem Board. Motion seconded by Mr. Thornberryy, and carried by right hand vote. Bids for road material were studied and the proposed work and material purchase was awarded to The Highway Company, Zionsville,who submitted the lowest bid. Mr.Hinshaw moved, seconded by Mr. Zinsmeister, that the bid of the Highway Co. be accepted as the lowest bid. Carried - all ayes. There bein8 no further business, the meeting adJ~rne~ ?~esi~ent Town Clerk "' April I5, I954. Special Meeting was called tp order at 7 P.M. All members present. The President reported that the Methodist Church recuested that "No Parking "sigms be placed on Ist Ava S.E, - south of #234, for two squares, the signs to read:"No Parking on this side." It was moved by Mr. Thornberry and seconded by. Mr.Buckles that the signs be purchased to control speed as follows:six (6) "No Parking" signstfor Ist Ave S.E. to the M.E.Church, and eight (8) signs for 25 m~.per hpur, for other streets,and that the Atty.. be instructed to draw an ordinance for 25 m~. limits in residential sections,not including State Highways. It was agreed that prices should be obtained for a 36 inch cement sidewalk on the tank lot alley. Mr. Williamsjof Clyde Williams and Associates, was present, an~ explained that ~%~/~y that it would probably take two hours pe~day for one man to operate the proposed new plant. If the plant is automatic, occasional lubrication is all that is necesaary. If semi-automatic,it will tak~' a man longer. His firm has figured on automatic plant. Automatic equipment should run ten years without any replacements. It was agreed that the total vote received on the water improvement indicates that the soften~ing Process is preferred by the consumers. Mt.Williams suggested that we publish the tabulation to show ~hat the consumers have expressed their opinion. It was agreed that the Town Atty. notm~fy Mt.Williams by letter accordingly. ~ ~ Mt.Williams explained that a^survey requires a master plan which would fit in we±l with the water survey field work, which will be made by his firm. Mr.Williams explained that a levy could be made to build an acct~lative fund for sewer construction. A ~aster plan of the Town sewer system is necessary.. It was agreed that Mt. Williams-be requeste$ to submit figures for a preliminary survey on a sewer project, on a basis of field work in conjunction with the water improvement survey. W~ ~ ~ ~ 30 days after petition for hearing, 9~ mos. before we can start on construction;about 4 mos. altogether. It was agreed to have several engineers submit proposed contracts for a sewer plan~i.e. Harry B.Stege;also L.I.Cough.
