This letter is to confirm my hiring as special counsel in regard to
th'~< above matter. I will have the choice to utilize Donn Wray Esq.
and David FieZd~ Esq of Stewart Irwin to assist in regard to a National
Environmental P61icy Act suit in federal court (NEPA). My billing rate
and those of ~my said associates will be $200/hour and bills will be
submitted to you periodically. My direction is to research and then
p~epa~e the suit with all~elated activities including negotiating terms
