Executive Order 1996MEMORANDUM TO: Department Directors FROM: James Brainard, Mayor~.~. DATE: May 29, 1996 RE: Executive Order Department heads appointed by the Mayor may propose to the Mayor, for review and approval, appropriations adjustments not requiring the approval of the Common Council in accordance with IC 6-1, 1- 18-6 and Chapter 2, Article 6, Division I, Section 2-135 of the Carmel City Code. Such adjustments are those which do not increase the total appropriation for any department in any of the major classifications prescribed by the State Board of AccountS, such as Personal Services (10,000), Supplies (20,000), Other Services and Charges (30,000), and Capital Outlays (40,000). Proposals to adjust appropriations shall be made in writing and shall detail the adjustment to the smallest level of detail in the appropriations reports regularly provided the department by the Clerk-Treasurer. The proposal shall include both the numbers and the names of the accounts to be adjusted and shall show clearly which items are to be increased and which are to be decreased. Adjustments approved by the Mayor shall be signed by him and transmitted to the Clerk-Treasurer.
