EXECUTIVE ORDER
JB-06
WHEREAS, Indiana Code 36-4-9-12 and Carreel City Code Section 2-3(a)(4) establish the City
Attorney as the head of the City of Carmel Department of Law and make him responsible for managing
the legal affairs of the City; and
WHEREAS, the City Attorney must approve the hiring of outside counsel and the payment of
outside counsel legal fees; and
WHEREAS, in order for the City Attorney to fulfill his above responsibilities, he must be
informed of and approve all legal services to be performed for the City by outside counsel prior to the
provision of same.
NOW, THEREFORE, by virtue of the power and authority granted to me as Mayor of the City of
Carreel, Indiana, I, James Brainard, do hereby declare and order that, effective on and after August 15,
2001:
(1) All requests for services to be provided to the City by outside legal counsel shall be set
forth in writing, be accompanied by a purchase order indicating the anticipated cost of such services and
shall be forwarded to and approved by the City Attorney prior to the provision of same.
(2) All invoices for services provided to the City by outside legal counsel shall be date-
stamped as of the date on which they are received and shall be forwarded to and approved by the City
Attorney prior to their payment.
