PSTF Feasibility Study/InterlocINTERLOCAL AGREEMENT FOR THE CONDUCT OF A FEASIBILITY STUDY
REGARDING A PUBLIC SAFETY TRAINING FACILITY
This Agreement is hereby made and entered into by and between the Town of Fishers, Indiana,
"Fishers"), the Town of Westfield, Indiana ("Westfield"), the City of Noblesville, Indiana
"Noblesville") and the City of Carmel, Indiana ("Carmel"), such municipalities also collectively referred
to herein as "the Parties," and individually as "a Party."
WlTNESSETH THAT:
$VHEREAS, the construction of a public safety training facility is in the best interest of the public
and of the citizens and guests of each Party hereto; and
WHEREAS, while there have been strong volunteer efforts to bring such a facility project to
fruition, these efforts have been unsuccessful to date; and
WHEREAS, in order for progress to resume on the construction of such a facility, the fiscal
resources of each Party hereto need to be committed to same; and
WHEREAS, a prudent and fiscally sound step in the possible funding of this facility is to
determine the overall feasibility and marketability of such a facility prior to determining if the Parties
hereto wish to commit their respective resources to the construction of same; and
WHEREAS, the Parties are desirous of entering into an Agreement for the purpose of obtaining a
study regarding the feasibility of financing, constructing, maintaining, marketing and managing a Public
Safety Training Facility within Hamilton County (the "Study"); and
WHEREAS, the Parties wish to cooperate in obtaining this Study and to share in the cost of same;
and
WHEREAS, Indiana Code 36-1-7 permits interlocal agreements between governmental entities.
NOW, THEREFORE, the Parties mutually agree as follows:
1. Carmel shall be the lead agency on the design, direction and obtaining of the Study, and
shall keep the other Parties informed concerning the status of same.
2. The estimated cost and description of the Study are set forth in Exhibit A, which is
attached hereto and made a part hereof by this reference.
3. The Parties agree to each timely pay their proper share of the cost of the Study, which
· share shall be that percentage of the total Study cost during a calendar year as represents each Party's
respective assessed property valuation when expressed as a percentage of the Parties' combined assessed
property valuation for the previous calendar year.
4. Carmel shall maintain records of the costs incurred in obtaining the Study and shall
provide the other Parties with periodic reports of same. The Carmel Clerk-Treasurer shall receive,
disburse and account for all monies involved in this joint undertaking.
5. This Agreement may be terminated as regards any Party hereto upon ninety (90) days
prior written notice to the other Parties. However, in the event this Agreement is terminated within two
(2) years of its effective date, and so long as the non-terminating Parties hereto have fulfilled their
payment obligations under paragraph 3 hereinabove, the terminating Party agrees to refund to the non-
terminating Parties, in the same pro-rata proportion as said Parties contributed to the Agreement during
the calendar year immediately preceding said termination and, within sixty (60) days of the Agreement
termination date, a total of twenty percent (20%) of the cost of the Study for each year or portion thereof
in xvhich the Agreement is terminated prior to the expiration of such two (2) year period, except that, in no
event, shall any Party hereto be refunded any amount in excess of the total amount of Study payments
made by such Party pursuant to this Agreement.
6. The Parties represent that they have the authority to enter into this Agreement and agree
to seek such approvals and appropriations from their respective fiscal bodies as are necessary to timely
fund each Party's portion of the Study.
7. Any disputes arising from this Agreement shall be resolved by the chief executives of
each Party hereto, or their respective designees. If said persons are not able to resolve the dispute, the
Parties shall submit the dispute to mediation or other mutually agreed upon alternate dispute resolution
service.
8. This Agreement sets for the entire agreement between the Parties as regards the Study.
9. This Agreement is the result of negotiations between the Parties, and no Party shall be
deemed to be the drafter of same. The language of all parts of this Agreement shall be construed as a
whole, according to its fair meaning, and not strictly for or against any Party.
10. This Agreement shall become effective on and after the date on which it is last signed
by a Party hereto.

The following is a Revised break-out Proposal 0fthe Scope of Work and Services
proposed for the development of this Project in a Phase I approach.
Phase I: Shall include the following sub-categories ofservlces
A - Scope Development / Programming / Master Plan Development
This Phase encompasses the Scope Development and Programming to fully access the
current and future needs of the facility taking into consideration the needs of the ow'aer,
as well as consideration of the general needs of Surrounding Public Safety Agencies, and
Public Safety Agencies across the State Of Indiana and Midwest. Through refinement of
the Scope and Program of the facility, a Master Plan for development can be generated to
enable the Owner to determine phasing and funding options for construction. The
following is a list of the scope of work proposed for this plmse of the project;
Development of the Entity Vision & Mission Statement to create a clear Program
for the facility.
Identification of facil/ties and equipment needs for the project.
Possible users for facility.
Development Of target market group.
Development of the intended Architectural Style of facilities.
Development of an accurate Scope of the Project for further design development.
Schematic Design / Master Plan of the Owners clarified scope for the project.

B - Site Evaluation And PlanninF,
Thks Phase of the project is proposed to provide the Owner with Site Evaluation and
Schematic Site Plan development taking into consideration Utilities, Structures, Street
Locations and Site Planning, for development of first phase Master Planning document.
Senefeld & Associates proposes to provide research and development data of any
proposed sites to ensure the Owner's defined Scope for the Project can physically be met
with a particular parcel or site. The following is a list of the Scope of Work provided
within this phase of the project;
Digital Recording of the Proposed Site, and Structures (if existing), as Well as
the Adjacent Land Uses and Vehicular Circulation.
G.I.S. Mapping of the Proposed Site.
PrelimLnary Scope Review of the Owners Intent for Development.
Schematic Site Study of the Owners Intended Land Use to Ensure Sufficient
Physical Size and Characteristics of the Site Supports the Intended Type of
Development.
Written Site Analysis and Prelim/nary Recommendations for Development.
Documentation of Current Zoning Classification of the Existing Site.
Presentation Documentation and Digital Recording for the Owners Use and
File.
Development o£Master Planning Phases for structures on site, based upon the
owners needs and projections of use for the facility.
C - Development Of Proiect Budgets For Planning & Phasinp
Senefeld & Associates will assist the owner in the development of realistic project
budgets for project funding and construction fi:om the final approved Master Plan for
Development. Senefeld & Associates prides itself in the ability to offer its clients true
cost analysis of taking into account current market trends in materials and labor. The
following is a listing of the Scope of Work provided in this phase of the project;
Development of Project Development Cost Budgets for proposed facilities,
structures, and site improvements. These Budgets will be established fi:om the
analysis of the information gathered within the Scope Development,
Programming, Schematic Design and Site Study Analysis portions of the
project. Sen&eld & Associates utilizes current architectural-engineering and
construction technologies to develop realistic project budgets for funding.
Total Proposed Fee for Phase I: ~
Note: The Phase I Proposal includes a unit cost for one site for sub-categories
B & C. Additional Sites can be evaluatedper unit as follows:

Senefeld & Associates, Architects can provide the following additiorkal services as a part
of the overall project at the discrepancy of the Owner. After further clarification, these
services may or may not be warranted for this project and thus have been provided as
additional services.
Focus Group of potential end users.
D Senefeld & Associates can provide development and administration services
for a one-day focus group of potential end users. As a part of this service,
Senefeld & Associates can provide notification of potential users through
mailers, hosting a location for the presentation and discussion of the project
with the focus group, development of graphic and data materials for the
purpose of the presentation, development of data retrieval and questionnaire
forms to gather pattieipant response, and development ora single piece
marketing flyer or brochure for distribution to participants upon completion of
the focus group.
Total Fee for Focus Group Development / Administration: $ 4,695.00
2.
Graphic Design and Printing
n Should the Hamilton County Task Force elect to have developed a marketing
flyer or brochure, the associated graphic design, printing and m~iling costs, if
applicable, shall be obtained through competitive bidding by printing serv/ce
companies and submitted to the Task Force for approval
Expense for Graphic Design and Printing to be submitted as a Direct Expense
to the Hamilton County Task Force, or as a Reimbursable Expense to
Senefeld & Associates.
Fees For Professional Services Provided Not To Exceed those Listed Herein without
prior written approval Fees for professional services are baseduponSenefeM&
Associates, estimated employee hours to provide the owner with a project that meets the
owners approval within the agreed upon scope of the project and will be on a not to
exceed basis once the project scope is defined.
