MEETING MINUTES
MONDAY, FEBRUARY 21, 2022 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Kevin D. Rider; Council Members: Sue Finkam, Adam Aasen, Anthony Green, Laura
Campbell, Timothy Hannon, Miles Nelson, Jeff Worrell and Deputy Clerk Jacob Quinn were present.
Councilor H. Bruce Kimball was not present.
Council President Rider called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
The agenda was approved unanimously.
INVOCATION
Cantor Melissa Cohen, Beth-El Zedeck, delivered the Invocation
Councilor Aasen led the Pledge of Allegiance.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
There were none.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
Councilor Campbell announced that the Sensory Skate had been rescheduled to Sunday, February 26th.
CONSENT AGENDA
Councilor Aasen moved to approve the consent agenda. Councilor Nelson seconded. There was no Council
discussion. Council President Rider called for the vote. The motion was approved 8-0.

COMMITTEE REPORTS
Councilor Worrell reported that the Finance, Utilities and Rules Committee had not met.
Councilor Rider reported that the Land Use and Special Studies Committee had met and discussed Ordinance Z-
673-22 and the item remains in committee.
OTHER REPORTS – (at the first meeting of the month specified below):
Jon Oberlander, Interim Corporation Counsel, presented the annual Ethics Board report.
David Littlejohn, Active Transportation Systems Coordinator, gave a report on the City of Carmel’s Bike Share
Program. Councilor Hannon stated that he would like to see the program grow and find a way to generate more
revenue. Councilor Hannon said he would like to see trike bikes added back in as an option for riders as well.
OLD BUSINESS
Council President Rider announced the Fifth Reading of Ordinance Z-670-21; An Ordinance of the Common
Council of the City of Carmel, Indiana, Amending the WestClay Village Planned Unit Development District
Ordinance; Sponsor: Councilor Rider. Item Remains in the Land Use and Special Studies Committee.
Council President Rider announced the Second Reading of Ordinance Z-673-22; GOAT Rezone; An
Ordinance of the Common Council of the City of Carmel, Indiana, Rezoning 220 2nd Street SW from R-
2/Residential to B-2/Business. Item Remains in the Land Use and Special Studies Committee.
OTHER BUSINESS
City Council Appointments
1. Carmel Audit Committee (Term Expires 1/1/24, two-year term); One appointment. No
appointment was made
