MEETING MINUTES
MONDAY, OCTOBER 17, 2022 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Kevin D. Rider; Council Members: Laura Campbell, Sue Finkam, Adam Aasen,
Anthony Green, Timothy Hannon, Miles Nelson, Jeff Worrell and Deputy Clerk Jacob Quinn were
present.
Councilor H. Bruce Kimball was not present.
Council President Rider called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
The agenda was approved unanimously.
INVOCATION
Cantor Melissa Cohen, Carmel Friends Church, delivered the Invocation
Councilor Green led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
Councilor Worrell read a proclamation Celebrating Hindu American Awareness and Appreciation Month.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
There were none.

CONSENT AGENDA
Councilor Nelson moved to approve the consent agenda. Councilor Worrell seconded. There was no
Council discussion. Council President Rider called for the vote. The motion was approved 8-0.

Mark Dollase, Indiana Landmarks, presented the quarterly Carmel Historic Preservation Commission
Report to Council.
OLD BUSINESS
Council President Rider announced Resolution CC-09-19-22-02: A Resolution of the Common Council
of the City of Carmel, Indiana, Amending Resolution CC-12-21-20-04; Sponsor(s): Councilor(s) Aasen,
Campbell, Finkam, Rider, and Worrell. Item remains in the Finance, Utilities and Rules Committee.
Council President Rider announced Second Reading of Ordinance D-2639-22; An Ordinance of the
Common Council of the City of Carmel, Indiana, Establishing the Appropriations for the 2023 Budget.
Council President Rider stated that the item was introduced at the last meeting and was not sent to
committee. Councilor Hannon moved to amend the ordinance on line 4355101 (Support for the Arts in the
Mayor’s Office Budget) by reducing the amount to $1,288,780. Councilor Campbell seconded. There was
extensive Council discussion. Council President Rider called for the vote. The motion to amend was
approved 7-1 (Aasen opposed). Councilor Finkam moved to approve Ordinance D-2639-22 As Amended.
Councilor Worrell seconded. There was no Council discussion. Council President Rider called for the
vote. Ordinance D-2639-22 As Amended was approved 8-0.
PUBLIC HEARING
Council President Rider announced the First Reading of Ordinance Z-677-22; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning 4 parcels located along 1st Avenue SE to the
C2/Mixed Use District. Councilor Campbell moved to introduce the item into business. Councilor Nelson
seconded. Adrienne Keeling, Department of Community Services, presented the item to Council. Council
President Rider opened the public hearing at 6:31:10 p.m.
Jeff Watkins – Mr. Watkins stated he is supportive of the project and he thanked Councilor Rider for
ensuring neighbors are involved in the process.
Bob Campbell – Mr. Campbell stated that he is supportive of the project and it is a great use of the land.
Between 1st Ave and the Lions Club, he would like to see no street parking or resident only parking. He
has concerns about traffic and valet using the Lions Club parking lot. He asked that entry doors/patios for

the townhomes face Rangeline Road. Lastly, he stated he would like to see drainage on Supply street go
toward Rangeline and would like to ensure trash receptacles are inside.
Amy Van Ostrand – stated she has lived in her house for 22 years and is not supportive of adding a 43,000
sq ft commercial development on a street with century old homes. She asked Council to take all steps
possible to mitigate some of the harm that would potentially flow to the historical homes on the street.
Seeing no one else who wished to address Council, Council President Rider closed the public hearing at
6:42:00 p.m. Council President Rider referred the item to the Land Use and Special Studies Committee.
NEW BUSINESS
Council President Rider announced Resolution CC-10-17-22-02: A Resolution of the Common Council
of the City of Carmel, Indiana, to Petition the Indiana Department of Local Government Finance to Adjust
the Levy Limit of the City for Budget Year 2023. Councilor Worrell moved to introduce the item into
business. Councilor Campbell seconded. Councilor Worrell introduced the item to Council. Curt Coonrod,
Coonrod. C.L. Coonrod & Co., presented to Council. Council President Rider referred the item to the
Finance, Utilities and Rules Committee. Councilor Worrell moved to introduce the item to Council.
Councilor Nelson seconded. Councilor Worrell introduced the item to Council. Brian Bosma, Kroger
Gardis & Regas, LLP, presented the item to Council. 16,626
Council President Rider announced Resolution CC-10-17-22-03: A Resolution of the Common Council
of the City of Carmel, Indiana, Adopting Guidelines for Common Council Legislative Redistricting.
Councilor Worrell moved to introduce the item to Council. Councilor Nelson seconded. Councilor Worrell
introduced the item to Council. Brian Bosma, Kroger Gardis & Regas, LLP, presented the item to Council.
Councilor Worrell moved to amend the Ideal Population on exhibit 3 to 16,626. Councilor Finkam
seconded. There was no Council discussion. Council President Rider called for the vote. The motion to
amend was approved 8-0. Councilor Worrell moved to approve Resolution CC-10-17-22-03 As Amended.
Councilor Finkam seconded. There was no Council discussion. Council President Rider called for the
vote. Resolution CC-10-17-22-03 As Amended was approved 8-0.
Council President Rider announced Resolution CC-10-17-22-01: A Resolution of the Common Council
of the City of Carmel, Indiana, Approving the 2023 Fee Schedule for Brookshire Golf Course. Councilor
Aasen moved to introduce the item to Council. Councilor Nelson seconded. Bob Higgins, General
Manager/Superintendent of Brookshire Golf Club, presented to Council. Councilor Finkam moved to
approve Resolution CC-10-17-22-01. Councilor Nelson seconded. There was no Council discussion.
Council President Rider called for the vote. Resolution CC-10-17-22-01 was approved 8-0
Council President Rider announced the First Reading of Ordinance D-2645-22; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Section 8-48 of the Carmel City Code.
Councilor Finkam moved to introduce the item into business. Councilor Campbell seconded. Councilor
Finkam presented the item to Council. Councilor Aasen moved to suspend the rules and act on this
tonight. Councilor Nelson seconded. There was no Council discussion. Council President Rider called for
the vote. The motion was approved 8-0. Councilor Finkam moved to approve Ordinance D-2645-22.
Councilor Nelson seconded. There was no Council discussion. Council President Rider called for the vote.
Ordinance D-2645-22 was approved 8-0.
