MEETING MINUTES
MONDAY, DECEMBER 5, 2022 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Kevin D. Rider; Council Members: Laura Campbell, Sue Finkam, Adam Aasen,
Anthony Green, Timothy Hannon, Miles Nelson, Jeff Worrell and Deputy Clerk Jacob Quinn were
present.
Councilor H. Bruce Kimball was not present.
Council President Rider called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
The agenda was approved unanimously.
INVOCATION
Pastor Nate Nupanga, Mercy Road Church, delivered the Invocation
Councilor Worrell led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
State Senator Scott Baldwin gave a legislative update and a preview of the upcoming legislative session at
the Statehouse.

Councilor Campbell moved to approve the consent agenda. Councilor Nelson seconded. There was no
Council discussion. Council President Rider called for the vote. The motion was approved 8-0.

Councilor Worrell reported that the Finance, Utilities and Rules Committee had not met, but a meeting is
scheduled for December 14th at 5:30 p.m.
Councilor Campbell reported that the Land Use and Special Studies had not met.

Henry Mestetsky, Executive Director of the Carmel Redevelopment Commission, presented the monthly
Redevelopment Commission report.
Michael Klitzing, Director of Carmel Clay Parks and Recreation/CEO, presented the quarterly report to
Council.
Raju Chinthala gave a report from the Mayor’s Advisory Commission on Human Relations
Councilor Finkam gave a report on the Hamilton County Solid Waste Management District and the
Household Hazardous Waste Center

Council President Rider announced Resolution CC-09-19-22-02: A Resolution of the Common Council
of the City of Carmel, Indiana, Amending Resolution CC-12-21-20-04; Sponsor(s): Councilor(s) Aasen,
Campbell, Finkam, Rider, and Worrell. Item remains in the Finance, Utilities and Rules Committee.
Council President Rider announced the Second Reading of Ordinance D-2657-22; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 2, Section 25 of the
Carmel City Code; Sponsor(s): Councilor(s) Rider, Worrell, Aasen, Finkam, Nelson and Campbell. Item
remains in the Finance, Utilities and Rules Committee.

Council President Rider announced the First Reading of Ordinance D-2652-22; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving and Additional
Appropriation of Funds from the Parks and Recreation Non-Reverting Capital Fund (#103). Councilor

Worrell moved to introduce the item into business. Councilor Nelson seconded. Michael Klitzing
presented the item to Council. Council President Rider opened the public hearing at 6:37:40 p.m.
Seeing no one who wished to address Council, Council President Rider closed the public hearing at

Council President Rider announced the First Reading of Ordinance D-2653-22; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving an Appropriation of Funds
from the Operating Balance of the Motor Vehicle Highway Fund (Fund #201). Councilor Aasen moved to
introduce the item into business. Councilor Nelson seconded. Council President Rider opened the public
hearing at 6:44:16 p.m.
Seeing no one who wished to address Council, Council President Rider closed the public hearing at
6:44:30 p.m. Jon Oberlander, Corporation Counsel, presented the item to Council. Councilor Aasen
moved to suspend the rules and act on this tonight. Councilor Nelson seconded. There was no discussion.

of Funds from the General Fund #101 to the 2022 Carmel Police Department Budget. Councilor Finkam
moved to introduce the item into business. Councilor Nelson seconded. Council President Rider opened
the public hearing at 6:49:50 p.m.

Council President Rider announced Resolution CC-12-05-22-10: A Resolution of the Common Council
of the City of Carmel, Indiana, Amending Resolution CC-04-18-22-01 Previously Adopted by the
Council. Councilor Worrell moved to introduce the item into business. Councilor Campbell seconded.
Adrienne Keeling, Department of Community Services, presented the item to Council. Councilor Worrell
moved to approve Resolution CC-12-05-22-10. Councilor Nelson seconded. There was no Council
discussion. Council President Rider called for the vote. Resolution CC-12-05-22-10 was approved 8-0
Council President Rider announced Resolution CC-12-05-22-01: A Resolution of the Common Council
of the City of Carmel, Indiana, Approving a Transfer of Funds from the Grant Fund (Fund #900) into the
Carmel Medical Escrow Fund (Fund #301), Parks and Recreation Extended School Enrichment Fund
(Fund #108 - Department #1081 – Before & After School Care), the Parks and Recreation Non-Reverting
Monon Center Operating Fund (Fund #109) and the General Fund (Fund #101). Councilor Finkam moved
to introduce the item into business. Councilor Campbell seconded. Councilor Finkam introduced the item
to Council. Councilor Finkam moved to approve Resolution CC-12-05-22-01. Councilor Campbell

of the City of Carmel, Indiana, Approving a Transfer of Funds Between the Grant Fund (CPD)(#900) and
the General Fund (#101). Councilor Finkam moved to introduce the item into business. Councilor
Campbell seconded. Councilor Finkam introduced the item to Council. Councilor Finkam moved to
approve Resolution CC-12-05-22-02. Councilor Campbell seconded. There was no Council discussion.

of the City of Carmel, Indiana, Approving a Transfer of Funds Between the Motor Vehicle Highway Fund
(#201) and the Storm Water Management Fund (#250). Councilor Finkam moved to introduce the item
into business. Councilor Green seconded. Councilor Finkam introduced the item to Council. Councilor
Finkam moved to approve Resolution CC-12-05-22-05. Councilor Nelson seconded. There was no

Fund Engineering Department Budget. Councilor Aasen moved to introduce the item into business.
Councilor Nelson seconded. Councilor Aasen introduced the item to Council. Councilor Aasen moved to
approve Resolution CC-12-05-22-06. Councilor Nelson seconded. There was no Council discussion.

Council President Rider announced Resolution CC-12-05-22-07: A Resolution of the Common Council
of the City of Carmel, Indiana, Approving a Transfer of Funds Within the 2022 Information &
Communication System (ICS) Department Budget. Councilor Aasen moved to introduce the item into
business. Councilor Campbell seconded. Councilor Aasen introduced the item to Council. Councilor
Aasen moved to approve Resolution CC-12-05-22-07. Councilor Nelson seconded. There was no Council
discussion. Council President Rider called for the vote. Resolution CC-12-05-22-07 was approved 8-0.
Council President Rider announced Resolution CC-12-05-22-08: A Resolution of the Common Council
of the City of Carmel, Indiana, Approving a Transfer of Funds Within the 2022 Mayor’s Budget.
Councilor Worrell moved to introduce the item into business. Councilor Nelson seconded. Councilor
Worrell introduced the item to Council. Jon Oberlander answered questions about the money being
transferred to the Support for the Arts line item. This money will be used for a concert in February at the
Palladium. The Deputy Mayor of Carmel’s new sister city in Cortona, Italy is performing with the Carmel
Symphony Orchestra and the money will be used to put on that event. Councilor Worrell moved to
approve Resolution CC-12-05-22-08. Councilor Nelson seconded. There was no Council discussion.
Council President Rider called for the vote. Resolution CC-12-05-22-08 was approved 6-2 (Hannon and
Green opposed).

Resolution CC-12-05-22-09. Councilor Nelson seconded. There was no Council discussion. Council
