The site consists of 2.00-acre lot and is bordered to the north, east, and south by Meijer parking lot and to the west by Pennsylvania Street. Pre-Developed Conditions The site is currently developed as a parking lot for the Meijer Store. The existing drainage patterns can be found in the previously approved drainage plan and report for the Meijer Store dated April 1993. There is also an Existing Basin Map (Exhibit 1) that shows the storm basin effective area. The development area drains south through the Meijer storm sewer to a detention pond to the south end of the development. The existing soils onsite are Crosby Silt Loam (CrA) and Brookston Silty Clay Loam (Br). These soils are generally somewhat poorly drained to poorly drained soils and are typical for agricultural Indiana areas. All soils for the curve number calculations were assumed to be type D soils. See Appendix A1. According to the FEMA Flood Insurance Rate Map, Community Panel 18057C0207G, the site lies within Unshaded Zone X, outside the 100-yr floodplain. The FEMA FRIM can be found in Exhibit 4. Post-Developed Conditions The developed conditions for the proposed area will include an 11,760 sf multi-tenant building, and a parking lot with associated parking and appropriate lighting, landscaping and green space per City of Carmel standards. The two acre site will convert an existing parking lot into a proposed strip mall center. The improvements will be shown as one drainage area. The stormwater will be collected through catch basins and routed through an Aqua-Swirl. Stormwater is then released into the existing storm system running through the site that outlets to the detention pond. This development will reduce the existing curve number of 93 to 92 with at least the same amount of green spaces provided. There is a small net loss in impervious area. A comparison of the existing and proposed curve numbers can be found below in Table 1. Table 1 Curve Number (CN) Existing 93 Proposed 92 Woolpert Proposed Restaurant & Retail (Meijer Outlot C) – Carmel, IN January 2018 Storm Sewer Design The proposed storm sewers for the site were designed utilizing the Rational method with the software StormCAD. Proposed storm sewer drainage map can be found in Exhibit 3 and the calculations can be found in Appendix B1 of this report. The storm sewers were sized for a 10- year storm event. Although all storm sewers on site are private, hydraulic grade lines were designed to be maintained within the pipes during the 10-year storm event and the structures during the 100-year event. Water Quality The City of Carmel requires the removal of 80% TSS from the storm water for water quality. The water quality volume was calculated using the first flush, 1” rainfall over the proposed improvement area. The following has been provided to address the water quality within the stormwater management system. In order to meet stormwater quality requirements for the proposed site, an Aqua-Swirl and permeable pavers have been designed. The west part of the site will be treated by the permeable pavers while the east side and the building will be treated by an Aqua-Swirl. A Water Quality basin map can be found in Exhibit 6. The Flow Through BMP Sizing calculations were utilized per Chapter 701.04 of the Stormwater Technical Standards Manual. Using PondPack, the SCS Type II 24 hour 1” storm was run and a flow of 2.31 cfs was calculated to be the Water Quality treatment volume. An Aqua-Swirl was sized for this flow rate and an AS-6 was chosen to treat this flow. The AS-6 has been sized to meet these standards and provide water quality for an equivalent area to the area being disturbed. An AS-6 can treat up to 2.32 cfs per City of Indianapolis Standards. Water Quality calculations are provided in Appendix B3 of the report. Conclusion The proposed development will conform to the technical standards required by the City of Carmel and to the existing conditions curve number. The drainage is being sufficiently addressed for both runoff and water quality. Runoff from the site is being adequately detained through the existing detention pond and stormwater quality is being improved by the proposed development. Therefore, no adverse impacts are anticipated with this development. The map unit descriptions, along with the maps, can be used to determine the composition and properties of a unit. A map unit delineation on a soil map represents an area dominated by one or more major kinds of soil or miscellaneous areas. A map unit is identified and named according to the taxonomic classification of the dominant soils. Within a taxonomic class there are precisely defined limits for the properties of the soils. On the landscape, however, the soils are natural phenomena, and they have the characteristic variability of all natural phenomena. Thus, the range of some observed properties may extend beyond the limits defined for a taxonomic class. Areas of soils of a single taxonomic class rarely, if ever, can be mapped without including areas of other taxonomic classes. Consequently, every map unit is made up of the soils or miscellaneous areas for which it is named and some minor components that belong to taxonomic classes other than those of the major soils. Most minor soils have properties similar to those of the dominant soil or soils in the map unit, and thus they do not affect use and management. These are called noncontrasting, or similar, components. They may or may not be mentioned in a particular map unit description. Other minor components, however, have properties and behavioral characteristics divergent enough to affect use or to require different management. These are called contrasting, or dissimilar, components. They generally are in small areas and could not be mapped separately because of the scale used. Some small areas of strongly contrasting soils or miscellaneous areas are identified by a special symbol on the maps. If included in the database for a given area, the contrasting minor components are identified in the map unit descriptions along with some characteristics of each. A few areas of minor components may not have been observed, and consequently they are not mentioned in the descriptions, especially where the pattern was so complex that it was impractical to make enough observations to identify all the soils and miscellaneous areas on the landscape.
