Roll Call; Call to Order & Pledge of Allegiance
Board President Taylor welcomed everyone to the meeting and asked Mr. Rude to call the role. Mr. Rude
announced there was a quorum. Board President Taylor called the meeting to order at 6:01 p.m. followed by the
Pledge of Allegiance.

Assistant Director Baumgartner advised that Staff Reports were included in the Board packet.
Finance Committee
Ms. Zheng stated that the Finance Committee did not meet last month.
Minutes
Mr. Rude made a motion to approve the minutes of the Park Board Meeting dated October 19, 2023, seconded
by Mr. Kirsh, and unanimously passed 8 – 0.
Financial Reports
Consolidated Financial Report for September 2023; CCPR P&L Statements for October 2023
Ms. Zheng made a motion to acknowledge receipt of the Consolidated Financial Report for September 2023 and
to acknowledge receipt of the P&L Statements for October 2023, seconded by Mr. Kirsh, and unanimously passed
8 – 0.

Claims
Claim Sheet November 14, 2023; Clay Township Claim Sheet November 14, 2023; CCPR Payroll for October 6,
2023 and October 20, 2023
Ms. Zheng made a motion to approve the Claim Sheet dated November 14, 2023; and to approve the Clay
Township Claim Sheet dated November 14, 2023; and to approve payroll wages and liabilities for Payroll dates
October 6, 2023 and October 20, 2023, seconded by Mr. Kirsh, and unanimously passed 8 – 0.
Monetary Gifts, Grants, Partnerships, and Sponsorships for October 2023
Mr. Mehl reported the following:
$10,000 donation from the Carmel Clay Parks Foundation for staff professional development;
$185.90 donation from Ace Paving LLC for employee appreciation;
$100 donation from an anonymous donor for employee appreciation; and
$500 sponsorship (first installment) from Senthound Indiana for Monon Greenway dog pot supplies.
Mr. Kirsh made a motion to accept the items as presented, seconded by Mr. Rude, and unanimously passed 8 – 0.
New Business
Park and Recreation Impact Fee Credits
Overview
Director Klitzing provided an in-depth overview of park and recreation impact fees and credits.
Consideration of Resolution G-2023-005 Expressing Its Position on Park and Recreation Impact Fee Credits
Director Klitzing illustrated projects and proposed amenities that were on the December 6, 2023 agenda for the
Department of Public Works requesting park and recreation impact fee credits. Discussion followed.
Mr. Garretson made a motion to approve Resolution G-2023-005, seconded by Mr. Rude, and unanimously
passed 8 – 0.
Old Business
There was none.
Attorney’s Report
Mr. Bosma said they have worked on other routine matters in addition to review of the park and recreation
impact fees. Donation from Albany Village has not been finalized.
Director’s Report
Director Klitzing said he had nothing to add.
Information Items
Plan Commission
Mr. Kirsh said he had nothing to report.
School Board
Ms. Kouka said she had nothing to report.
Parks Foundation
There was no report.

Park Board Comments / Discussion
Mr. Garretson asked Ms. Kouka if the School Board was aware of difficulties related to the Department’s ability to
employ lifeguards due to the shorter summer season caused by the earlier start date for school. Mr. Kirsh added
that the after-school program has also been impacted by the change in hours. Ms. Kouka said she would relay
these concerns to the School Board.
Adjournment
Mr. Rude made a motion to adjourn the meeting, seconded by Ms. Kristunas. With no objections, Board President
Taylor adjourned the meeting at 8:05 p.m.
