Executive Order JB-2008-1CITY OF CARMEL EXECUTIVE ORDER JB - 2008 - I WHEREAS, the City of Carmel, Indiana (the "City") utilizes a large fleet of medium- and heavy- duty (diesel-powered), and automobiles and light-duty (gasoline-powered) vehicles to carry out is municipal operations; and WHEREAS, exhaust from these vehicles contains a variety of pollutants, such as nitrogen oxide, carbon monoxide, carbon dioxide, and other chemicals that form ground-level ozone (smog) and contribute to global warming; and WHEREAS, these pollutants may aggravate respiratory ailments (such as asthma), cause lung damage, and may lead to cancer; and WHEREAS, unnecessary idling of the City's fleet wastes fuel, resulting in higher costs of operation, and can produce avoidable wear and tear on engines; and WHEREAS, the cost of fuel is at an all-time high; and WHEREAS, it is in the best interest of the City to enforce a Vehicle Idling Management Policy, (the "Policy") to improve air quality while realizing significant savings in fuel and operating costs. NOW, THEREFORE, by virtue of the power and authority granted to me as Mayor of the City of Z C el, Indiana, 1. James Brainard, do hereby declare and order that, effective on and after August ,2008: (1) No drivedoperator of a municipal vehicle shall cause or allow the vehicle to idle. (2) The Policy shall not apply as follows: a. Emergency service vehicles, such as fire apparatus, police vehicles, or ambulances when active at an incident scene; b. Vehicles standing in traffic; c. Police vehicles which contain K-9 occupants; d. Police vehicles which contain detainees; e. Idling when necessary to operate auxiliary equipment that is required to accomplish the intended use of the vehicle; f Diesel fuel vehicles whose operational capability would be debilitated in temperatures of 20 degrees Fahrenheit or below. g.
