EXECUTIVE ORDER
JB- 2009 -3
WHEREAS, as Mayor of the City of Carmel, Indiana "Carmel and pursuant to Indiana Code
36- 4 -5 -3, I am responsible for the enforcement of City ordinances and State statutes within the corporate
boundaries of our City; and
WHEREAS, Indiana Code 22 -9 -1 -2 establishes as a civil right of all Indiana residents the equal
opportunity for education, employment, access to public accommodations and housing, regardless of race,
color, religion, gender, disability, national origin or ancestry; and
WHEREAS, Carmel City Code Section 2 -85 codifies Cannel's desire to comply with all laws of
the United States and of the State of Indiana prohibiting discrimination against any employee or job
applicant; and
WHEREAS, Carmel is home to persons of many races and ancestries, all of whom contribute to
its social, cultural and economic well being; and
WHEREAS, Carmel will benefit from an advisory commission whose mission it is to advise the
Mayor, recommend ways to better recognize the contributions of all Carmel residents to our great quality
of life and identify any obstacles that may prevent full citizen participation in all of our City's civic and
other activities.
NOW, THEREFORE, by virtue of the power and authority granted to me as Mayor of the City of
Carmel, Indiana, I, James Brainard, do hereby declare and order that, effective on and after July 4, 2009:
(1) There shall be created a "Mayor's Advisory Commission on Human Relations."
(2) The mission of the Commission shall be to advise the Mayor on ways to better recognize and
appreciate the contributions to our city of citizens of all races and ancestries, and to identify any obstacles
that may prevent full citizen participation in all civic and other activities taking place within Cannel's
corporate boundaries.
(3) The Commission shall also serve as a forum for citizens to informally raise and discuss
situations in our community that involve possible prejudice, intolerance or bigotry that adversely affects
the public welfare.
(4) The Commission shall also advise the Mayor of any current policy, procedure or practice
followed by our city's public safety or other personnel that it feels hampers a showing of mutual respect
and understanding by and between municipal employees and Carmel residents, or a lack of sensitivity to
civil rights issues.

(5) The Commission shall consist of a volunteer body of up to nine (9) members appointed by the
Mayor, which members shall represent a cross section of the citizens of Carmel and be willing to actively
promote and support the Commission's mission and goals.
(6) Five (5) of the initial Commission members shall be appointed for one (1) year terms and four
(4) of the initial Commission members shall be appointed for two (2) year terns. All subsequent
Commission member terms shall be for two (2) years each, and there shall be no limit on the number of
terms a member may serve on the Commission.
(7) The Commission shall hold a minimum of four (4) public meetings each year.
