Gradle Carmel Town Plan Commission Carmel, Indiana Dear Mr. Gradle: Re: Access for Carmel Drive to S.R. 431 INDIANAPOLIS December 12, 1966 Your recent letter requested approval of another point of access on S.R. 431 for proposed Carmel Drive. The following information should be submitted to the Highway Commission for use in reviewing the proposal and for submission to the Bureau of Public Roads for their approval of the request. 1. A map indicating the thoroughfare plan for the Clay Township Area on which the Carmel Drive location is noted. 2. An indication of the extent of the current proposed construction both as to type of.facility_ and the proposed terminal points. 3. The proper local governmental agency which will assume jurisdiction of the public road should indicate acceptance of the proposal also. THE LANDS EAST OF KEYSTONE NEED TO HAVE A TIE TO CARMEL AND NEED TO HAVE A DIRECT ROUTE TO KEYSTONE FOR TRAVEL TO INDIANAPOLIS. 2. THE INTERSECTION FOR KEYSTONE AND CARMEL DRIVE AS SHOWN ON THE ACCOMPANYING PLAN HAS BEEN APPROVED BY THE FEDERAL BUREAU OF ROADS WITH THE NOTATION "LAST NEW INTERSECTION FOR KEYSTONE NORTH OF ROAD 1000 3. KEYSTONE SQUARE SHOPPING CENTER WILL HAVE WITHIN THE NEXT DECADE 1,000,000 SQUARE FEET OF COMMERCIAL BUILDINGS AND 500,000 SQUARE FEET OF OFFICE BUILDINGS CREATING A REAL HUB OF ACTIVITY FOR ALL PEOPLE IN THIS AREA. THUS CARMEL DRIVE, TO ME, IS A NECESSITY. KEYSTONE SQUARE HAS AGREED TO CONSTRUCT CARMEL DRIVE FROM THE MONON RAILROAD TO EAST OF KEYSTONE AVENUE INCLUDING A $120,000 SIGNALIZED INTERSECTION ON KEYSTONE. A DEFINITE ROUTE NEEDS TO BE ESTABLISHED FOR THE REMAINDER OF THE TOWNSHIP WITH DUE NOTICE GIVEN TO LANDOWNERS AND DEVELOPERS. As AREAS DEVELOP, THE ROAD SHOULD BE CONSTRUCTED OR APPROPRIATE FUNDS PLACED IN ESCROW. A SUGGESTED ROUTE HAS BEEN LAID OUT WHICH HAS BEEN FAVORABLY REVIEWED BY THE HAMILTON COUNTY ENGINEER, JAMES NEFF, WITH RESPECT TO THE CONNECTION TO CHERRY TREE AVENUE.
