City Engineer One Civic Square Carmel, IN 46032 Re: Professional Engineering Services Proposal 126 Street and Auman Road Intersection Study Dear Mr. McBride: DLZ Indiana, LLC (DLZ), appreciates the opportunity to provide the City of Carmel (City) with this proposal for the study of 126 Street and Auman Drive intersection. The following project understanding and subsequent scope is based on our meeting discussion dated June 16, 2010. DESCRIPTION OF THE STUDY This Study will evaluate possible conversion of the 126 Street and Auman Drive intersection to a One -Way stop condition on Auman Drive. The intersection is currently controlled by an All -Way stop condition. The City has indicated the desire to convert this intersection to a 1 -way stop since the previously restricted intersection sight distance (ISD) has been mitigated by the City and there are no ISD issues at the present. Furthermore, the City would also like to evaluate the traffic conditions under the following control types: 1. One -Way Stop 2. All -way Stop 3. Traffic Signal 4. Roundabout All of the afore mentioned control types will be evaluated based on the existing available traffic data from the City. DLZ may also utilize available traffic information from the previously conducted traffic study done by DLZ dated December, 2009 (Carmel Traffic Study). Both the City and DLZ understand that the existing traffic patterns, due to the on -going construction on the Keystone Avenue, will nullify any additional data collection at this time due to road closures, detours, etc. Therefore, collection of additional traffic is not practicable for the purposes of this study. Professional Engineering Services Proposal 126` Street and Auman Road Intersection Study Page 2 of 4 SCOPE OF WORK DLZ's scope of work will include the following: 1. Task 1 Traffic Data Coordination: DLZ will coordinate with the City to gather the existing traffic data for the subject intersection and /or the Average Annual Daily Traffic Volumes (AADT) for the adjacent roadways. All traffic data will be provided by the City for the purpose of using in this study. It is assumed that the intersection turning movement counts (TMC) are not available. The TMC will be derived using the following assumptions, as suggested by the City: Eastbound and westbound 95% thru 5% left turns (both AM PM peaks hours) Northbound 30% left turn and 70% right turn (AM peak hour); 50% each left and right turns (PM peak hour) The above peak hour TMC will be derived utilizing the AADT for 126 Street and Auman Drive, as provided by the City. As per the estimates stated in the Carmel Traffic Study, DLZ will assume a 50/50 directional split of AADT on the roadways and the AM and PM peak hour volumes as 9% and 11% of the AADT, respectively. The available traffic data will be projected to reflect the year 2010 traffic volumes utilizing the traffic growth rates identified by the City, which are 2% and 0.5% annually for 126 Street and Auman Drive, respectively. 2. Task 2 Traffic Signal and All -Way Stop Warrant Utilizing the traffic data in the Task 1 above, DLZ will estimate the intersection TMC for the warrant analysis purposes. These estimates will be done for both a traffic signal as well as for checking the criteria for an All -Way stop condition. These warrants /criteria will be in accordance with 2008 Indiana Manual on Uniform Traffic Control Devices (MUTCD). Since the continuous 8 -hour intersection TMC are not available, DLZ will assume that the 8 highest hour volume is 65% of the peak hour volume for these warrant analyses purposes. If the assumed data indicate the traffic signal warrant may be met, DLZ will prepare a conceptual layout of a traffic signal at the subject intersection along with a preliminary opinion on the probable construction cost. It is assumed that a detailed /itemized cost statement will not be required at this stage. 3. Task 3 Roundabout Analysis DLZ will evaluate the option of a roundabout at the subject intersection. Rodel software will be utilized to perfor n the capacity analysis for existing traffic conditions and to determine the roundabout lane requirements. A conceptual layout will also be prepared for the roundabout option for comparison purposes only along with a preliminary opinion on the probable construction cost. The construction cost will be based on the overall area (in square feet) of the J June 25, 2010 Mr. Michael T. McBride, P.E. A cost per square foot will be determined by DLZ based on the past roundabout experience. It is assumed that a detailed /itemized cost statement will not be required at this stage. 4. Task 4 Intersection Sight Distance DLZ will conduct a field visit to verify that the existing intersection sight distance (ISD) conforms to the current standards as set forth in the Indian Design Manual. This task will be based on the preliminary field observation only and no detailed analysis or field survey will be performed. 5. Task 5 Traffic Animation DLZ will utilize Synchro /Sin7Tralic (version 7) traffic model to simulate the traffic conditions along the 126' Street corridor between Rangeline Road and Keystone Avenue. The purpose of this task is to demonstrate the gaps available in the 126 Street traffic stream for Auman Drive motorists under a One -Way stop condition at the subject intersection. This model will extend from the intersection of 126` Street /Rangeline Road to immediately before 126 Street /Keystone Avenue roundabout interchange (this roundabout interchange will not be modeled). 6. Task 6 Crash Data Review DLZ will review the most recent 3 years of crash records for the 126` Street and Auman Drive intersection. This review will be performed to review any consistent crash frequency that may be attributable to the existing stop control. The City will provide the crash data for DLZ's review and DLZ will also prepare a crash data summary for the subject intersection. 7. Task 7 Report Upon completion of the preceding tasks, DLZ will provide a letter report to the City stating the finding and recommendations. Based on the assumptions for deriving intersection TMC and warrant analyses stated above, DLZ may recommend a need for traffic volume verification once the Keystone Avenue construction project is completed and normal traffic patterns are restored. 8. Task 8 Meetings: DLZ will attend one (1) meeting with the City or the City Council members to present the findings of the study and also to present the traffic animation (as per the Task 5 above). ADDITIONAL SERVICES Additional services that are not included in this fee proposal but can be provided include: 1. Traffic data collection. 2. Analysis of future traffic conditions. 3. Maintenance of Traffic Plans if project is constructed under traffic without detour. 8. Any utility relocation design. 9. Utility coordination and meetings. 10. Attendance or preparation for any public meeting or presentations, except as stated in Task 7 above. CITY RESPONSIBILITIES The City will provide the following information to DLZ for the purposes of completing this Study: 1. Existing AADT for 126` Street and Auman Drive to be used for this study. 2. Any studies /reports relevant to the subject study. 3. Crash Data for the most recent 3 years for 126` Street and Auman Drive intersection. SCHEDULE OF SERVICES DLZ proposes to initiate the Scope of Services outlined above upon receiving an executed City /DLZ Agreement for the subject project. DLZ will complete the study within 60 days of the executed agreement and receipt of all traffic and crash data from the City. This schedule does not include delays incurred due instances outside of DLZ's control. FEE FOR SERVICES In consideration for the above, DLZ Indiana, LLC will be compensated a Lump Sum fee of $13,500.00 including expenses.
