Dept Report 08-01-06 CARMEL PLAN COMMISSION SPECIAL STUDIES COMMITTEE DEPARTMENT REPORT August 1, 2006 5. Docket No. 06050001 Z: Legacy /East Carmel PUD Rezone The applicant seeks to rezone 509.234 acres from S -1 to Planned Unit Development for the purpose of creating a primarily residential, mixed -use development. The site is located north of 126 Street, south of 146 Street, and on either side of River Road. Filed by Steve Pittman and Paul Rioux of Pittman Properties. The applicant is requesting approval of a Planned Unit Development to allow the construction of a mixed -use development comprised of single family detached and attached, multi family, retail, and commercial uses. The project is a new development on the property commonly referred to as the Earlham property. Please refer to the draft ordinance, proposed site plan, and supporting materials submitted with the packet mailing for full details. The public hearing for this item was held at the June 20 Plan Commission meeting, and left open. Concerns included density, increase of traffic, quality of the multi family housing, and a desire to see more pocket parks and usable open space for each district. The project was discussed at the June 29 Special Studies Committee. At that meeting the staff and committee members mentioned some initial comments and suggestions for the project. The petitioner stated that the master plan was being revised and that many of the comments would be incorporated into a revised PUD. Since that time the petitioner has submitted a new layout plan that includes a park/open space plan, circulation plan, and an environmental systems plan. Staff feels that the new layout is much improved and is quite responsive to its unique surroundings. The addition of green spaces, natural swales, and better connectivity address most of staff's concerns about the original site layout. At this stage, staff has the following comments: 1. Carmel Engineering submitted their full list of comments to the petitioner on July 18 The petition should provide an update on their review and responses to these comments. Those comments pertaining to this submittal must be fully resolved prior to moving forward from the Committee process. 2. What is the status of proposed use /potential layout of the open space block that is east of River Road? At the prior Committee meeting it was stated that this open space block should be comprised of active recreation (and not merely passive open space). 3. Provide updates to the PUD language in response to staff and committee comments. The petitioner has provided responses to our comments from the previous meeting, however many of these responses simply state that the identified issue is "in the process" of being addressed (14 of 17 of our original comments are "in the process 4. Please add legends to the new concept plans. 5. The new concept plan shows parking in front of the structures along 146 Street. While we recognize a "traditional main street" streetscape is not appropriate for the context, parking behind the building is still more aesthetically pleasing. Staff would prefer to limit parking to one row (or even to parallel parking along an access street) in front of these buildings. 6. The node of small lot development within the restored prairie needs to be better connected to the pedestrian system. There should be pedestrian links from the stub streets to the path network within the prairie. 7. The Hamilton County Interim Report (Indiana Historic Sites and Structures Inventory) identifies a "Notable" historic structure on site west of River Road (Classical Revival House constructed in 1910), and as well as a "Contributing" farm that is on site east of River Road (Colonial Revival House constructed in 1940, outbuildings, livestock barn, tenant houses, milk house, garage). The Zoning Ordinance requires the preservation of both of these, and staff recommends that this PUD specifically identify and preserve them as well. The Department recommends that this item be continued to the September 5 Special Studies Committee Meeting for further discussion.
