Dept Report 10-03-06 CARMEL PLAN COMMISSION SPECIAL STUDIES COMMITTEE DEPARTMENT REPORT October 3, 2006 2. Docket No. 06050001 Z: Legacy/East Carmel PUD Rezone The applicant seeks to rezone 509.234 acres from S -1 to Planned Unit Development for the purpose of creating a primarily residential, mixed -use development. The site is located north of 126 Street, south of 146 Street, and on either side of River Road. Filed by Steve Pittman and Paul Rioux of Pittman Properties. The applicant is requesting approval of a Planned Unit Development to allow the construction of a mixed -use development comprised of single family detached and attached, multi family, retail, and commercial uses. The project is a new development on the property commonly referred to as the Earlham property. Please refer to the draft ordinance, proposed site plan, and supporting materials submitted with the packet mailing for full details. The public hearing for this item was held at the June 20 Plan Commission meeting, and left open. Concerns included density, increase of traffic, quality of the multi family housing, and a desire to see more pocket parks and usable open space for each district. This proposal was discussed at the June 29 and August 1" Special Studies Committee Meetings. At the August 1" meeting the petitioner presented a revised master plan that included a park/open space plan, circulation plan, and an environmental systems plan. That new layout was much improved over the original submission and was quite responsive to its context. The addition of green spaces, natural swales, and better connectivity address most of staff's concerns about the original site layout. Staff requested that the street and pedestrian network, open space plan, environmental systems plan, and "use blocks" be designated as an essential part of the project framework. The petitioner has restructured to the PUD to reflect such. At this meeting they will present a portion of the revised PUD, a proposed Use Table, and exhibits that establish the overall physical layout of the proposed project. This meeting will focus on the following items: 1. Structure and layout of the PUD Ordinance. 2. Revised content in the PUD (not including Architectural and Design Chapters). 3. Exhibits showing use blocks, street and pedestrian network, and environmental systems. 4. Use Table The Department recommends that this item be continued to the November 2 Special Studies meeting for further review and discussion. It is advisable to coordinate an additional "Special" meeting to cover the proposed architectural requirements and signage for each designated District.
