REMARKS: Mr. Kenneth Edwardsson telephoned in response to a message I had left. As we had previously
spoken in December he was familiar with the project. I explained that the appraisal phase had been completed
and I would like to present a monetary offer for the purchase of the required right -of -way. I provided the option
to meet for the presentation of the offer or it could be mailed "certified Mr. Edwardsson preferred mailing.
Consequently, the pertinent forms and related information were mailed via "Certified mail, Return Receipt
Requested on February 1, 2008, with a date of delivery on February 2, 2008. Included within the packet were
the following forms /documents: an introductory letter, the booklet, "ACQUISITION, Acquiring Real Property for
Federal And Federal -Aid Programs and Projects and the letter acknowledging its receipt, the Confirmation of
Opportunity to Accompany Appraiser on Inspection, the Statement of the Basis for Just Compensation, the
Appraisal Report, the Uniform Land or Easement Acquisition Offer letter, the Warranty Deed with Exhibits "A" and

REMARKS (Cont'd): Land or Easement Acquisition Offer letter, in accordance with I.C. 32 -24 -1, provides only
30 days from its receipt to accept or reject the City's offer. The 30 days may be waived and the offer accepted or
rejected now or at anytime during this period. It was also indicated that the legally protected rights and options
under Indiana's eminent domain law are set forth on page two of the Uniform Land or Easement Offer Letter, as
well as within the booklet, "ACQUISITION, Acquiring Real Property for Federal and Federal -Aid Programs and
Projects It was explained that typically, the City makes payment within 90 days after receiving the secured parcel
file from the consultant and Indiana law dictates that possession of the property will transfer to the City thirty (30)
days after payment is received. The introductory letter mailed in conjunction with the offer explained that the
project is to improve N. Keystone Parkway and E. 106 Street. More specifically, a portion of the subject property
is required as permanent right -of -way. The permanent acquisition, known as Parcel 22, contains 0.115 acres, of
which 0.020 acres is existing right -of -way under pavement. As explained in the form, "Owner's Private Appraisal
Letter the owners may submit an independent appraisal for review at their own expense. The forms /documents
requiring signatures and notarization were indicated. Mr. and Mrs. Edwardsson were encouraged to call with any
questions.

REMARKS: Mrs. Sarah Edwardsson telephoned. As I was unavailable she spoke with my assistant, Nancy
Hermann. Mrs. Edwardsson explained that she had forwarded the executed documents. I later returned her call.
The project was briefly discussed. I explained that the proposed road would be moving to the north approximately
10' on the southeast corner of the property. Reportedly, Mrs. Edwardsson had been told that the road would not
be relocated. She requested that I forward the plan sheet indicating such. I explained that I would be meeting with
their neighbors on February 14, 2008, and would be available to meet with them as well. I later spoke with Mr.
Edwardsson and he stated that they may be at home, but was not certain. I am to stop by. Subsequent to our
conversation, the fully executed forms were received.

REMARKS: I stopped by Mr. and Mrs. Edwardsson's home and both were present. The project was discussed.
I reiterated that the proposed road would be relocated to the north approximately ten feet (10') on the southeast
corner of the property and will taper back into the existing road along the southwest corner. Mr. and Mrs.
Edwardsson requested an additional $4,820.00 based on their $7,420.00 landscape estimate, which is in the
appraisal report. They also inquired of a start and completion date for the project. Their request for additional
compensation was forwarded to the City for consideration. Their request was approved. I contacted Mrs.
Edwardsson and explained such. I also explained that the project is projected to begin in March or April and to be
completed by the end of the year. I stated that I would be forwarding the revised documents reflecting the
administrative settlement. I contacted Mrs. Edwardsson on February 29 to inquire of the status of the documents.
She stated that she planned on forwarding the executed documents later that day. Without further
correspondence, the fully executed documents were received. The Title and Encumbrance Report indicated a

REMARKS (Cont'd): mortgage. I contacted Mrs. Edwardsson and she explained that the mortgage had been
satisfied. The Satisfaction of Mortgage was later received. The Hamilton County Treasurer was contacted on
March 11, 2008, and it was confirmed that their real estate taxes are paid current. The Receipt of Conveyance
Instrument was mailed to Mr. and Mrs. Edwardsson.
