The email stated, "The sign that is currently located within easement on Parcel 35 is located within a dedicated sign easement. The property owner would not be required to dedicate a new easement within the subject property in order to relocate the existing pylon sign. If an additional sign would be added to the subject property, then a new easement would need to be purchased and have the approval of the BZA." 4/09/09 (10:00 am): I contact Doug Terrell to follow -up on the letter mailed, however he was on vacation. He is to call me upon his return. 4/17/09 (10:00 am): Doug Terrell and I spoke about the email correspondence. We briefly discussed the acquisition area, which consists of 0.162 acres of permanent right -of -way with partial limitation of access. Doug stated that his main concern is the lame sign located within the acquisition area. There is an existing sign easement. We discussed the difference between valuing a land improvement from a cost to cure standpoint versus its contributory value. There is compensation included in the amount of $3,150.00 for the relocation of a light pole located within the area to be acquired. I explained that I am assisting the City of Carmel with the acquisition phase of the Keystone Parkway project and need to present a monetary offer for the required right -of -way. I provided Mr. Terrell the option of meeting for the presentation of the offer or having it mailed via certified mail. He opted for mailing and confirmed ownership and his mailing address.
