4/23/09 (9:15am): I contacted Doug and an appointment was scheduled for Friday, April 24, 2009 at 10:00 am.
4/24/09 (10:00 am): At the arranged time, I met with Doug Terrell and assisted with notarizing the pertinent forms.
All forms were signed including the Right of Entry. The County Treasurer's office was contacted and confirmed
that property taxes are paid current for the subject property. The Receipt of Conveyance Instrument was later
mailed to Doug Terrell.

REMARKS: I mailed a letter to Doug Terrell along with an email from Jeremy M. Kashman, the Keystone
Parkway Project Manager. The email stated, "The sign that is currently located within easement on Parcel 35 is
located within a dedicated sign easement. The property owner would not be required to dedicate a new easement
within the subject property in order to relocate the existing pylon sign. If an additional sign would be added to the
subject property, then a new easement would need to be purchased and have the approval of the BZA."
4/09/09 (10:00 am): I contact Doug Terrell to follow -up on the letter mailed, however he was on vacation. He is
to call me upon his return.
4/17/09 (10:00 am): Doug Terrell and I spoke about the email correspondence. He requested additional wording
stating that Ramco Gershensen is being paid directly for the relocation of the siqn. A revised email message was
forwarded to Doug as written assurance.

REMARKS: I contacted Doug Terrell to discuss the status of the parcel. Doug explained that he does not
foresee a problem with the monetary offer. He said he still has some concerns regarding the sign and wants some
kind of reassurance in writing that his company or himself will not be obligated in anyway for the sign. I promptly
forward this request /concern to Skip Tennancour at American Structurepoint, Inc.
2/9/09 (9:30 am): I contacted Doug Terrell and explained that the City of Carmel is currently working with Ramco-
Gershensen on the relocation of the sign. Doug Terrell and I discussed the possibility of relocating the sign on
their property. Doug stated that he may not mind a monument sign being constructed, but would like to have his
business name on the same sign as well.

REMARKS: Doug Terrell telephoned in response to a message I had left. I explained that the sign in question
is being handled as a separate parcel, meaning the owner of the sign will be presented a monetary offer for the
purchase of or relocation of the sign. Doug questioned whether he could have something in writing assuring him
that the owner of the sign would be responsible for taking care of any issues concerning the sign and that nothing
would fall back on him or his company regarding the sign or the pole it's on. He is going to walk the site and take
a look at everything and contact me with any additional questions or concerns.

REMARKS: Subsequent to review of the offer packet, Doug Terrell contacted me. We briefly discussed the
acquisition area, which consists of 0.162 acres of permanent right -of -way with partial limitation of access. Doug
stated that his main concern is the lame sign located within the acquisition area. There is an existing sign
easement. We discussed the difference between valuing a land improvement from a cost to cure standpoint
versus its contributory value. There is compensation included in the amount of $3,150.00 for the relocation of
a light pole located within the area to be acquired. I am to do some research on the large, existing sign and how
it will be handled.

REMARKS: I telephoned the number provided within the appraisal report and spoke with Mr. Doug Terrell,
Partner of G T Company. I explained that I am assisting the City of Carmel with the acquisition phase of the
Keystone Parkway project and need to present a monetary offer for the required right -of -way. I provided Mr.
Terrell the option of meeting for the presentation of the offer or having it mailed via certified mail. He opted for
mailing and confirmed ownership and his mailing address. Consequently, the offer and related information were
mailed via "Certified mail, Return Receipt Requested" on November 12, 2008, with a date of delivery on November
13, 2008. Included within the packet were the following forms /documents: an introductory letter, the booklet,
"ACQUISITION, Acquiring Real Property for Federal And Federal -Aid Programs and Projects the Confirmation

REMARKS (Cont'd): Certification (Form W -9), and the "Owner's Private Appraisal Letter The Uniform Property
or Easement Acquisition Offer letter, in accordance with I.C. 32 -24 -1, provides only 30 days from its receipt to
accept or reject the City's offer. The 30 days may be waived and the offer accepted or rejected now or at anytime
during this period. It was also indicated that the legally protected rights and options under Indiana's eminent
domain law are set forth on page two of the Uniform Land or Easement Offer Letter, as well as within the booklet,
"ACQUISITION, Acquiring Real Property for Federal and Federal -Aid Programs and Projects It was explained
that typically, the City makes payment within 90 days after receiving the secured parcel file from the consultant
and Indiana law dictates that possession of the property will transfer to the City thirty (30) days after payment is
received. The introductory letter mailed in conjunction with the offer explained that the project is to improve N.
Keystone Parkway, 116 Street, and Carmel Drive. More specifically, a portion of the subject property is required
as permanent right -of -way with partial limitation of access. The permanent acquisition, known as Parcel 35,
contains 0.162 acres. As explained in the form, "Owner's Private Appraisal Letter the owner or a representative
may submit an independent appraisal for review at their own expense. The forms /documents requiring signatures
and notarization were indicated. Mr. Terrell was encouraged to call with any questions or to schedule an
appointment.
