REMARKS: I was unable to reach Mr. and Mrs. Na via their telephone number located via the Whitepages.com.
Their ownership was confirmed via the Hamilton County's Assessors office. Consequently, the offer and related
information were mailed via "Certified mail, Return Receipt Requested on July 16, 2009, with a date of delivery
on July 22, 2009. Included within the packet were the following forms /documents: an introductory letter, the
Statement of the Basis for Just Compensation, the Waiver Valuation, the Uniform Property or Easement
Acquisition Offer letter, the Warranty Deed with Limitation of Access with Exhibits "A" and "B the Easement
Agreement with Exhibits "A" and "B two Sales Disclosure Forms, the Accounts Payable Voucher, the "Request
for Taxpayer Identification Number and Certification (Form W -9), the "Owner's Private Appraisal Letter the Right
of Entry, and a copy of the highlighted plan sheet. The Uniform Property or Easement Acquisition Offer letter, in
accordance with I.C. 32 -24 -1, provides only 30 days from its receipt to accept or reject the City's offer. The 30
days may be waived and the offer accepted or rejected now or at anytime during this period. It was also indicated
that the legally protected rights and options under Indiana's eminent domain law are set forth on page two of the

REMARKS (Cont'd): Uniform Property or Easement Offer Letter. It was explained that typically, the City makes
payment within 90 days after receiving the secured parcel file from the consultant and Indiana law dictates that
possession of the property will transfer to the City thirty (30) days after payment is received. The introductory letter
mailed in conjunction with the offer explained that the project is to improve N. Keystone Parkway and 131' Street.
More specifically, a portion of the subject property is required as a permanent right -of -way with full limitation of
access and a drainage easement. The permanent right -of -way with full limitation of access, known as Parcel 67,
contains 737 square feet. The drainage easement, known as Parcel 67A, contains 594 square feet. As explained
in the form, "Owner's Private Appraisal Letter the Mr. and Mrs. Na may submit an independent appraisal for
review at their own expense. The forms /documents requiring signatures and notarization were indicated. Mr. and
Mrs. Na were encouraged to call with any questions or to schedule an appointment.

REMARKS: Subsequent to the receipt of the offer packet, Mr. Charles Chae telephoned on behalf of Mr. and Mrs.
Na. He requested that I forward pdf copies of the plan sheets and provided his email address. Copies of the plan
sheets were promptly provided.
7/29/09 (1:00 pm) I telephoned Mr. Na in response to a message he had left. The project was discussed. It was
explained that the acquisition is located on the outside of his fence and his fence is not to be affected by the project.
The land improvements included with compensation for four (4) trees, lawn and mulch. Mr. Na is to review the
information and let me know.

REMARKS: I telephoned Mr. Chae in response to a message he had left. Mr. Chae stated that Mr. Na would like
to ask for additional compensation. Their options were discussed, which include: providing an independent appraisal
supporting a different opinion of value or comparables sales supporting a higher value. The statutory "30 days" were
discussed and that the owner has 30 days to accept or reject the offer presented. No counter was provided. Without
further correspondence, the fully executed documents were received. I accessed the Hamilton County Treasurer
online and verified that the taxes are paid current. The Receipt of Conveyance Instrument was later mailed to Mr.
and Mrs. Na.
