(the ENGINEER) will be a design Consultant to City of Carmel (OWNER) and /or Speck Associates for the locally funded redevelopment of Carmel Midtown. Final team organization will be determined prior to signing the final contract. This scope of services applies to "Part 1: Planning" of the outline scope provided by Speck Associates on March 29, 2011. Scope and fees for Part 2 and Part 3 will be negotiated at a later date. The ENGINEER will be responsible for providing technical review of the existing preliminary design completed by Speck Associates and converting detailed hand sketched plans, provided by Speck Associates, to digital preliminary plans for the entire project area. A more detailed discussion of the ENGINEER's proposed services is described in the following specific sections: Part is Planning Mobilization Data Collection and Review Collecting and Compiling Hamilton County GIS and Existing To.o•ra•hical Surve Anal sis Ada.tation of Prelimina Desi:n and Plan Pre•aration RW Armstrong Exhibit Section is Mobilization /Data Collection Objective The objective of this section is to acquire the necessary data for the ENGINEER to begin work on the project. Results /Deliverables a Assemble project database. Gather information from utilities and environmental agencies. Provide project information for community leaders /stakeholders as necessary. Displays and other graphics as required for a stakeholder /OWNER coordination meeting. Research property ownership and right of way lines. Coordination O These activities will be coordinated with the OWNER and Speck Associates. Activity The ENGINEER will coordinate with all subconsultants and develop subagreements to allow for their professional services to be utilized on the project. The ENGINEER will contact and coordinate with appropriate agencies and governmental units to acquire planning documents, as -built plans, right -of -way plats, etc., as are pertinent to the project. e Perform early coordination activities with the utilities. Coordinate and participate in one stakeholder /OWNER coordination meeting, including the creation of displays and other graphics as required. Assumptions One coordination meeting with the OWNER /stakeholders is included. Two coordination meetings (in Indianapolis or via conference call) with Speck Associates are included. Section 2: Collecting GIS and existing Topographical Survey Objective The objective of this section is to develop the necessary digital base file for :preliminary design purposes and to collect property owner information to assess the need for additional right -of -way, land acquisition, and easements to be acquired by the City of Carmel for the construction of the development. Primary work in this section will be completed by CrossRoad Engineers with oversight by RW Armstrong. Results /Deliverables The products of this section are: Collect all existing, previously completed survey data for the project area. Collect Hamilton County GIS data for the project area. 4 Merge the existing survey data with Hamilton County GIS data to create an existing surface map' to be used in the preparation of the final digital concept plans. Complete minimal field survey work in areas requiring more detail (Monon area, water tower area, and roundabout area on City Center Drive). Provide property owner listing with apparent property lines shown. Provide utility contacts, addresses, and phone numbers. Provide final digital base file for use in Part is Planning. Coordination These activities will be coordinated with the OWNER and Speck Associates. Outreach to property owners (flyer or postcard) announcing base file field work can be completed per the City of Carmel's request and instruction. Activity The ENGINEER will perform the following activities: Research existing right of way and utilities. Cross sections of the existing roadway taken at a maximum spacing of 50'. Monon Trail right of way, proposed diamond shape area at water tower, and roundabout area at City Center Driver only provide horizontal control tied to section corners. o Vertical control based on Hamilton County GIS data. Assumptions See attached exhibit illustrating the project area and base file /GIS data collection limits o One coordination meeting with the OWNER /stakeholders is included. o Two coordination meetings (in Indianapolis or via conference call) with Speck Associates are included. The base file completed as a part of this scope is not suitable for completion of design development or construction documents. Items Specifically Not Included o Full topographic and boundary field survey. Abstracting. 9 GIS data acquisition beyond project limits identified above. SUE Subsurface Utility Engineering. Section 3: Analysis /Adaptation of Preliminary Design and Plan Preparation Objective The objective of this section is to analyze the hand -drawn preliminary design plans as provided by Speck Associates and convert them to digital preliminary plans. The work would include working with the OWNER and Speck Associates to complete a review of the plan and identify, based on engineering and design standards and best practices, any potential changes necessary to meet standards (utilizing the flexibility of those standards as feasible). The ENGINEER will provide input regarding existing and proposed utility facilities as it relates to the redevelopment. Results /Deliverables The products of this section are as follows: 3c Perform analysis of the final Speck Associates design concept and plan for adherence to engineering and design standards and best practices. Provide recommendation for utility connections /conflicts, Take Speck Associates provided hand drawn plans and develop preliminary digital plans on base information outlined above. Preliminary plans will be used to develop final plans in the future for bidding purposes Compile and recommend preliminary design criteria for approval by Owner. Coordination The ENGINEER will coordinate all activities with the OWNER and Speck Associates. Activity The Part is Planning project will consist of redevelopment of the entire project area (all three proposed development Phases as shown in attachment. The roadway, trail, and sidewalk design criteria will follow the INDOT standards, AASHTO Roadside Guidelines and FHWA Trail Design Guidelines. Plan Development Preliminary Plans will be developed for the entire project area. The plans will contain the following: Title Sheet Index Sheet Typical Cross Section for all streets included within the project limits. Site plans, enlarged site plans, preliminary landscape plans, and preliminary details as necessary to communicate the final design concept. Preliminary list of quantities and construction costs Cross sections of streets 5o' intervals. Preliminary cross sections will show the following: o Existing and proposed profile grade elevations and surfaces at the center line. o Proposed pavement and sidewalks. Assumptions Speck Associates will provide proposed concept design plan for use by the ENGINEER. Two coordination meetings with the OWNER /stakeholders are included. Three coordination meetings (in Indianapolis or via conference call) with Speck Associates are included ENGINEER will prepare preliminary digital files for review and comment. ENGINEER will update plans based on comment for final review by Speck Associates and OWNER. ENGINEER will make one final set of modifications. Items Specifically Not Included Hydraulic design. Pavement design. 2D or 3D Renderings. Utility relocation design. Project fee shall be a lump sum, billed monthly, based on percent complete.
