Griswold The negotiation section has pursued the attempted acquisition of the above subject parcel to the point where we are at a complete impasse with the owner in regards to the amount of just compensation. The City's "Fair Market Value” determination is $13,100.00. The owner has agreed to settle for $17,800.00 and will accept nothing less. We feel that it would be to the City's best interest to settle for the requested amount in Tight of the costs involved in litigation and the risk of an even more generous court award. We, therefore, recommend that the sum of $17,800.00 be awarded to the owner, this is an increase of $4,700.00 over the original offer and represents the most practical and economical solution to this case. Reason given by owner for the increase is: Additional replacement of fencing not included in the appraisal and the take will cause a modification of cattle handlin to barn.
