She said work can progress as long as there is no snow or ice. The demolition team was due to start work in November, but the sale of the theater was delayed ,by a controversy surrounding an easement on the north side of the 'movie house. Since then, e r ninger's at- torneys, Campbell, Kyle & Proffitt of Carmel,, secured title insurance from Hamilton Title Security Inc., Carmel, which shows the city has clear title to all of the property and no right -of -way easements for Andich. Andich's . recourse is to take the matter to court. The title insurance would cover the city's cost of such an action. He was unavailable for comment Monday and yesterday., "We have clear title and he (An- dich) will have to deal with the title company," Mayor Reiman said Monday:: "But I'm not even thinking about that. All I know is that we have it (the deed), and we're going to go ahead with our plans." Those plans are for . a park with benches; trees and bushes, and possibly other facilities,• • such as a parade review stand or band shelter. G.rnorate lift al STAR METRO REPORT Carmel, Ind. — Thanks to a donation from R.V. . Welch Invest- ments Inc. and Fidelity Bank of Indiana, Carmel will soon have the kind of park Mayor. Jane A. Reiman had envisioned on the site of the old Carmel Theater. Mrs. Reiman had led city efforts to purchase the theater when she feared it might someday be sold to a firm that would show X-rated movies. To prevent 'that, the city bought the theater in late 1984 and s Ca demolished the downtown landmark this spring, hoping to build a park in its place. The gift from the two companies is making that possible, Mrs. Rei- man said Tuesday. "This is our first corporate gift. It's a milestone for us," she said. "We're very grateful. I didn't solicit it. They came forward." F. Richard Rembusch, a vice president with Welch, said Welch will underwrite the expenses, paying the majority of the costs with the mei ark t theater site remainder paid for by a "substan- tial" donation from Fidelity. The exact figures will depend on . the final cost, which is expected to be more than $60,000, he said. Construction on the new park, located at 21 South Range Line Road, should begin next week and be completed in about 10 weeks. The new park will feature a decorative pool and fountain, 6-foot- high brick walls on the north and east sides, extensive landscaping with paving stones and benches, and a small staging area. A large evergreen also will be planted near the front of the park and, Mrs. Reiman said, will be decorated each Christmas. The park is as yet unnamed, though Mrs. Reiman said she favors calling it "The Downtown Park." "We'll always know where it is then," she said, adding that the also hopes the park will aid revitalization of downtown Carmel. Mrs. Reiman said Michael G. Browning, president of Welch In- vestments, asked her late last fall if there was a city project his firm could assist in. She told him about the theater, and said she planned to go to service clubs for help. In response, he sent his firm's architects- and site planners to her to begin planning the park. Rembusch said the company "became aware that for the city to construct the park, it would require a significant appropriation ... that might stand in the way of this being a first -class project." We elected officials are completely committed to a park and .nothing else. I wanted to reassure you of that fact. I am so pleased that you decided to sell to the City of Carmel.and we take that trust very seriously, I be- lieve it will be a beautiful quiet green area where peo. ple can-sit and watch the world go by and perhaps even a few birds will nest in the trees we will be planting. Libby, the theatre was an important part of our family's recreation for many years. We always appreciated your facility. Now in 1985 a whole new generation will instead be able to have a small quiet park in the middle of a now bustling' community. Our city departments will be assisting with traffic control, safety, and any other helpful way to assist the demolition company. It should take two days to complete. Richard Rembusch (317) 848 -2313 The. City of Carmel will be the beneficiary of a major corporate contribution from R. V. Welch Investments, Inc. and Fidelity Bank of Indiana. The two .firms announced today that they would underwrite the expense of constructing a public park on the former site of the Carmel Theater at 21 S. Range :Line Road in downtown Carmel. The site had been acquired earlier by the City for park purposes. The contributions announced today will .enable a first -class park to be constructed without any municipal appropriation of funds. Michael G. Browning, President of R. V. Welch Investments and Richard L. French, President of Fidelity Bank said that the projected cost of construction exceeds $60,000. The majority of that cost will be paid' by R. V. Welch Investments, with a substantial contribution from Fidelity Bank. Browning said "We have been very successful in Carmel, and the park project provides us with the opportunity to share that success with the community. This contribution is consistent with the spirit of public- private partnership that is so important to community progress." Carmel Mayor Jane A. Reiman acclaimed the corporate gift, saying "This is the City of Carmel's first major corporate contribution. The elected officials are overwhelmed with the attractive landscape architecture and plans for the new downtown park. We are very grateful to R. V. Welch Investments and Fidelity Bank. I have said many times Carmel has been blessed by the R. V. Welch firm's developments and now our City is blessed with a beautiful new park project made possible by the Welch organization and Fidelity Bank. The quality of this park project will be a significant step in the revitalization of downtown Carmel." The new park • will feature a decorative pool and fountain, brick screening walls on the north and east sides, extensive landscaping with paver stones and benches, and a staging area for small functions. A large evergreen tree to be planted near the front of the park can be decorated during the Christmas season to provide holiday cheer for the entire Carmel community. The architectural design and landscape planning was done by Browning Day Mullins Dierdorf Inc. in consultation with _ city officials. Construction is expected to begin immediately and will be completed in about ten weeks.
